BACKGROUND: This year's Annual Mill Valley Film Festival atthe Christopher B.Smith Rafael Film Center will include o Children's R|no Fest on Sunday, October 7. As pad of the Film Femt, they have requested a parade which will require a street closure of one block of A Street & one block of Julia St. ANALYSIS: The requested street douuna is to accommodate the K8U| Valley Film Festival Children's Parade for the attendees of the fi|nn. A Street & Julia 28. will be closed from Fourth to Fifth for approximately 1- 2 hours after the completion of the showing ufthe film to allow the participants to form the parade. The actual parade will proceed down Fifth and Lootens Streets in a rolling street closure to the City Plaza where there will be a Children's Celebration including music, food and entertainment FISCAL IMPACT: None. FROM FOURTH STREET TO FIFTH AVENUE FOR THE MILL VALLEY FILM FESTIVAL CHILDREN'S PARADE CELEBRATION ON OCTOBER 7, 2012 FROM 12 NOON TO 3 P.M. WHEREAS, the Mill Valley Film Festival Children's Program director has requested a street closure of A Street & Julia St. from Fourth Street to Fifth Avenue for the Mill Valley Film Festival Children's Parade Celebration on October 7, 2012 from 12 Noon to 3 p.m. to allow for preparation and launch of the Children's parade; WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the area, the above street should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed street for the date and tunes described above I, ESTHER C.
