SUBJECT: CONSIDERATION OF A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SAN RAFAEL APPROVING THE PURCHASE OF SIXTY-SEVEN SELF
CONTAINED BREATHING APPARATUS UNDER A COOPERATIVE PURCHASING
PROGRAM
RECOMMENDATION: Adopt Resolution.
BACKGROUND: On March 19, 2012, the City Council adopted Resolution # 13308, which
approved the Fire Department acceptance of an Assistance to Firefighters Grant to fund the
replacement of Self Contained Breathing Apparatus (SCBA).
The Marin County Fire Chief's Association performed evaluations of SCBA in 2011, and the
recommendation for County wide standardization was the Scott Safety model AP75. San
Rafael Fire Department was represented in this process with personnel serving on the
evaluation group, and all employees had the opportunity to do hands on testing with the
products.
In preparation for purchasing the new SCBA, Fire Department staff again evaluated all brands,
as well as purchasing options. Our recommendation is to purchase Scott Safety model AP75
SCBA, consistent with the Marin County Fire Chief's Association recommendation. The new
Scott SCBA will provide many improvements over our existing equipment, including increased
breathing air capacity, a heads -up -display to indicate air volume, and voice amplification for
each SCBA.
ANALYSIS: Staff is recommending purchasing the 67 SCBA from vendor Municipal
Emergency Services, through a cooperative purchasing agreement procured by the Tualatin
Valley Fire and Rescue, an Oregon public agency, through a competitive bidding process. The
cooperative purchasing agreement is available to the City as a member of the Fire Rescue

Group Purchasing Organization (GPO). The purchase under a cooperative purchasing
agreement through the GPO complies with section 2.55.260 of the City Purchasing Policy, and
FEMA grant requirements in that both encourage use of cooperative agreements maintained by
governmental agencies. The cooperative purchasing agreement provides for 25% off of list
price for all products manufactured by Scott Safety.
The attached Resolution authorizes the City Manager h3execute a purchase order under 8
cooperative purchasing program with Municipal Emergency Services for the purchase of the 67
8CBA.
FISCAL IMPACT: The total Assistance to Firefighters Grant award was for $329,316, which
requires a minimum City match of 20% of the of the total grant -supported purchase amount.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
APPROVING THE PURCHASE OF SIXTY-SEVEN SELF CONTAINED BREATHING
APPARATUS UNDER A COOPERATIVE PUCHASING PROGRAM
WHEREAS, the United States Department of Homeland Security, Federal Emergency
Management Agency (FEMA), has the Assistance to Firefighters Grant program where grants are
awarded to fire departments to enhance their ability to protect the public and fire service
personnel from fire and related hazards; and
WHEREAS, on March 19, 2012, the City Council adopted Resolution # 13308, which
approved the Fire Department acceptance of an Assistance to Firefighters Grant to fund the
replacement of Self Contained Breathing Apparatus (SCBA); and
WHEREAS, in preparation for purchasing the new SCBA, Fire Department staff
evaluated different brands, as well as purchasing options. Staff recommendation is to purchase
Scott Safety model AP75 SCBA. The Scott SCBA is a proven design that is the recommended
standard by the Marin County Fire Chiefs Association for Fire Department use in Marin County.
The new Scott SCBA will provide many improvements over existing equipment and meets all
current safety standards; and
WHEREAS, staff is recommending purchasing sixty-seven SCBA from vendor
Municipal Emergency Services, through a cooperative purchasing agreement procured by the
Tualatin Valley Fire and Rescue, an Oregon public agency, through a competitive bidding
process. The cooperative purchasing agreement is available to the City as a member of the Fire
Rescue Group Purchasing Organization (GPO). The purchase under a cooperative purchasing
agreement complies with section 2.55.260 of the City Purchasing Policy, and FEMA grant
requirements in that both encourage use of cooperative agreements maintained by governmental
agencies.
NOW, THEREFORE BE IT RESOLVED., the City Council of the City of San Rafael
does hereby authorize an additional appropriation of $44,578 to supplement the previously
approved $82,000 from the equipment replacement fund; and
BE IT FURTHER RESOLVED, the City Council of the City of San Rafael does hereby
authorize the City Manager to execute a Purchase Order under a cooperative purchasing program
in the amount of Four hundred fifty thousand, nine hundred forty-three dollars and fifty-six cents
($450,943.56) for the purchase of sixty-seven Scott SCBA from Municipal Emergency Services.
