BACKGROUND: On March 19, 2012, the City Council adopted Resolution # 13308, which approved the Fire Department acceptance of an Assistance to Firefighters Grant to fund the replacement of Self Contained Breathing Apparatus (SCBA). The Marin County Fire Chief's Association performed evaluations of SCBA in 2011, and the recommendation for County wide standardization was the Scott Safety model AP75. San Rafael Fire Department was represented in this process with personnel serving on the evaluation group, and all employees had the opportunity to do hands on testing with the products. In preparation for purchasing the new SCBA, Fire Department staff again evaluated all brands, as well as purchasing options. Our recommendation is to purchase Scott Safety model AP75 SCBA, consistent with the Marin County Fire Chief's Association recommendation. The new Scott SCBA will provide many improvements over our existing equipment, including increased breathing air capacity, a heads -up -display to indicate air volume, and voice amplification for each SCBA. ANALYSIS: Staff is recommending purchasing the 67 SCBA from vendor Municipal Emergency Services, through a cooperative purchasing agreement procured by the Tualatin Valley Fire and Rescue, an Oregon public agency, through a competitive bidding process.
