SUBJECT: ADOPT RESOLUTION APPROVING THE FOLLOWING PERSONNEL
ACTIONS:
1. Create the classification of Senior Accountant and reclassify one
Accountant 11 into the classification of Senior Accountant,
2. Change in the title of Accounting Supervisor to Accounting
Manager,
3. Create the classification of Sewer Lead Maintenance Worker and
reclassify two Sewer Maintenance Worker Ills into Sewer Lead
Maintenance Workers,
4. Delete one Associate Engineer position and add one Assistant
Civil Engineer position, and
5. Create the classification of regular part-time Volunteer Program
Assistant.

BACKGROUND: This report seeks approval of the above personnel actions.
The Senior Accountant classification is being created in response to the need in the Finance
Department for staff to perform more complicated analysis. The new tasks are outlined in the
attached job description. In recognition of the enhanced role of one of the incumbents in the
Accountant II position, it is recommended that she (Helen Yu) be reclassified into the new
classification of Senior Accountant.
The title of the Accounting Supervisor is being changed to Accounting Manager to more clearly
describe the role of this Mid -Management position.
The classification of Sewer Lead Maintenance Worker is being created to recognize the role the
current two Sewer Maintenance Worker Ills play in the field. The incumbents in the Sewer
Maintenance Worker positions already provide lead direction to subordinate staff and

independently handle most operational issues. This change in title will mirror the titles of the
maintenance worker classification series in the Parks and the Streets division of the Public
Works department
The position of Assistant Civil Engineer is being added to augment the staffing level in the
Public Works Department and enable the department to cope with the large amount of work
related to several high profile projects.
ANALYSIS:
Senior Accountant: The recommended monthly salary for the new classification of Senior
Accountant is $6,491 at the top step, which is 10% higher than that for the position of
Accountant II. The salary was determined based upon a survey of similar agencies.
Accounting Manager: The classification of Accounting Supervisor is in the mid -management
group and has significant responsibility within the Finance Department for both the accounting
and the payroll and budget functions. The title of Accounting Manager is considered industry
standard for such a role and is therefore more appropriate. Since the position of Accounting
Manager will be more than 11 % higher that of the Senior Accountant, no salary increase is
being recommended at this time.
Sewer Lead Maintenance Worker: The recommended monthly salary for the new classification
of Sewer Lead Maintenance Worker is $6,197 at the top step. The salary is 5% higher than
that of the Sewer Maintenance Worker III. This is consistent with the similar classifications of
Parks Lead Maintenance Worker and Street Lead Maintenance Worker. It is also consistent
with the practice of providing Sewer classifications a differential of 5% due to the comparatively
less desirable nature of the work. The reclassification is being made effective July 1, 2012 in
recognition of their continued performance at the higher level.
Assistant Civil Engineer: The Public Works Department is currently involved in a number of
projects to meet the City's extensive capital projects commitments. This includes over $6.5
million in Federal and State grants. Upgrading the vacant Associate Engineer position to an
Assistant Civil Engineer position has enabled the Department to recruit better qualified
candidates in a recently conducted recruitment. The top monthly salary of the Assistant Civil
Engineer is $8,342 which is 10.4% higher than that of Associate Engineer; this has proven to be
effective in attracting qualified candidates, This is important since the person who is hired will
be responsible for handling all aspects of complex capital projects related to the City's
roadways, drainage systems and other facilities.
Volunteer Program Assistant: As a result of community concerns regarding loitering and other
inappropriate behavior Downtown and in its environs, there has been renewed focus on this
issue. This has caused a shuffle in job assignments and an increase in the sustainability
related workload for the Sustainability and Volunteer Program Coordinator. This in turn has
resulted in the need to augment the volunteer coordination function. The annual budget for the
part-time Volunteer Program Assistant position is set at $30,000 and the top -step Full -Time
Equivalent (FTE) salary is $4,893 per month.
City staff has communicated with representatives of the affected bargaining unit regarding
these changes. The City will satisfy its responsibilities under the Meyers-Milias-Brown Act prior
to implementation. As is currently the case, the City Manager has the authority to make
alterations to job specifications that do not result in a budget impact.

FISCAL IMPACT: The increase in monthly cost for the Sewer Lead Maintenance Worker is
estimated to be $295. For the Finance Department, the new Senior Accountant position will
cost an extra $590 per month. The Assistant Civil Engineer will cost the Public Works
Department an extra $786 per month and the Volunteer Program Assistant will cost the City
approximately $2,500 per month. The cumulative net cost of these changes will be
approximately $35,000 through the end of the current fiscal year. Each department has
sufficient funds in their budgets to absorb the increase in cost.

• Approve the Resolution to implement the above recommendations.
• Request changes to the recommendations.
• Direct staff to develop alternatives to the recommendations.

RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING PERSONNEL ACTIONS
TO CREATE THE CLASSIFICATIONS OF SENIOR ACCOUNTANT, SEWER LEAD
MAINTENANCE WORKER, AND VOLUNTEER PROGRAM ASSISTANT, TO RECLASSIFY
ONE ACCOUNTANT II AND TWO SEWER MAINTENANCE WORKER III POSITIONS, TO
CHANGE THE ACCOUNTING SUPERVISOR JOB TITLE, AND TO REPLACE ONE
ASSOCIATE ENGINEER POSITION WITH AN ASSISTANT CIVIL ENGINEER POSITION.
WHEREAS, the CITY has had to make significant budget balancing decisions over the
last few years to deal with the impacts of the ongoing national recession; and
WHEREAS, these changes have included reducing the City's workforce resulting in the
need for some positions to assume higher levels of responsibilities and/or to work additional
hours; and
WHEREAS, the personnel actions recommended will address this increase in
responsibilities while taking into consideration staffing needs to meet various City Council
priorities,.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of San Rafael
hereby approves the following personnel actions:
1. Create the classification of Senior Accountant and reclassify one Accountant
II into the classification of Senior Accountant,
2. Change in the title of Accounting Supervisor to Accounting Manager,
3. Create the classification of Sewer Lead Maintenance Worker and reclassify
two Sewer Maintenance Worker Ills into Sewer Lead Maintenance Workers,
4. Delete one Associate Engineer position and add one Assistant Civil Engineer
position, and
5. Create the classification of regular part-time Volunteer Program Assistant.

Job Title: Senior Accountant
SUMMARY
Under general direction, performs professional accounting duties in the design and maintenance of
complex financial records and systems to support City departments, special funds, revenue and
investments and/or budgets; provides technical expertise to labor negotiations; conducts special
studies and analysis requiring advanced knowledge of governmental accounting.
DISTINGUISHING CHARACTERISTICS:
This is the advanced journey/lead classification in the Accountant series, characterized by the
responsibility to apply professional accounting principles and practices in the development and
maintenance of complex manual and automated financial control and information systems and the
review and analysis of financial data within the boundaries established by federal, state and local law
and regulation. Incumbents may be assigned responsibility to provide lead supervision to other staff
and/or to lead the work of a service team for one or more City departments with the most complex
budgets and financial reporting systems, in addition to preparing ongoing and special financial reports.
Work assignments and objectives are discussed in general terms and work is accomplished within the
framework of policy and professional and administrative standards; work product is measured by total
results.
This position is distinguished from the Accountant 11 in that the Senior Accountant is the expert
professional accounting level, and from the Accounting Manager who has overall responsibility for all
of the accounting operations (including accounting, accounts payable, accounts receivable and
payroll).

Job Class Specification
SUMMARY
Under general supervision, Sewer Lead Maintenance Worker participates in a variety of work in the
maintenance, improvement, and operation of the City's sewage pumping stations and gravity sewer
lines. Operates medium and heavy-duty equipment.
CLASSIFICATION CHARACTERISTICS:
Sewer Lead Maintenance Worker may independently perform the more complex and responsible
duties of the class series, such as medium and heavy-duty equipment operation, or provide on-site
lead direction while participating in the work of a crew of a maintenance crew. This classification is
distinguished from the Sewer Maintenance Supervisor, which has direct supervisory responsibility
whereas this class has only lead responsibility.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Coordinates crew, assignments, tools, equipment and materials for assigned jobs such as sewer
line flushing and cleaning, hand rodding, pipeline repair and replacement, and routine pump
station maintenance.
• Discusses work to be performed with higher level personnel and assigns tasks to individuals at the
work site.
• Inspects and notes maintenance problems and notifies supervisor. Monitors work in progress and
direct corrections.
• Provides input to higher level personnel for appraising performance.
• Locates and orders material and parts understanding purchase agreements.
• Inspects contractor work on small jobs, such as pipe repair or on pump station equipment.
• Ensures proper safety precautions are followed at the work site including traffic barriers and
warnings, protective clothing and protective devices.
• Leads emergency callout response, including crew dispatch for sanitary sewer overflow mitigation,
spill documentation, and restoration management coordination of residential backup.
• Reports to State and Local regulatory agencies, all category 1 sanitary sewer overflows.
• Records daily crew activities, using Websoft activity tracking software on a laptop computer, in the
field.
• Leads CCTV inspection activities, using small push lateral camera.
• Operates hydro flusher, vactor, power rudder, small rodding machine, large backhoes and
loaders, and other varieties of equipment, including equipment requiring a Class B driver's license.
• Leads and participates in starts, stops, inspects, lubricates and adjusts pumps, valves, motors,
drive shafts, universal joints and flow rates at pumping stations.
• Leads and participates in taking chemical samples and adjusts rate of chemical flows:
• Leads and participates in removing and replacing pumps, motors valves and related, and performs
repairs, may rebuild components on a limited basis.
• Leads and participates in excavations and repair of replacement of sewer gravity lines.
• Marks sewer mains for Underground Service Alert notices.
• Maintains records of work performed and materials used. Reads and interprets blueprints,
drawings and engineering diagrams.
• Notifies residents of sewer system work, which may affect their lines, and cooperates with other
agencies on repairs.
• Participates in emergency Public Works repairs and maintenance including work in other sections
of the Department and Performs related duties as required.
KNOWLEDGE OF:
• Techniques of leading including planning, assigning, and monitoring work.
• Methods, materials, tools and equipment used in maintenance, improvement, and operation of
sewage pumping stations and gravity sewer lines.
• Techniques and materials used in preventative maintenance, adjustment and minor maintenance
of sewer gravity line, force main, and pumping station systems.
• Operation and operator maintenance of tools and equipment. Safe working practices as applies to
sewer maintenance including shoring of below ground work, confined space entry, bacterial and
chemical hazards involved, traffic barriers warnings, and protective clothing and devices.
ABILITY TO:
• Lay out jobs, plan tools and materials and assign and review work. Keep records of work
performed, hours and materials used, etc.
• Operate and perform operator maintenance of hand and power tools and equipment used
including heavy duty and specialized trucks and equipment. Inspect, service, adjust and repair
pump station equipment including pumps, and valves.
• Remove and replace motors, chemical systems, etc. Understanding and following oral and written
instructions.
• Leads both collection system and pump station work crews, in the absence of the other Lead
Worker.
• Establish and maintain cooperative working relationships.
• Lead and provide direction to other employees.
A typical way of gaining the knowledge, skill and ability outlined above is:
Graduation from high school or equivalent and two years of responsible experience in the cleaning,
servicing, operation and maintenance of sewer systems, equivalent to the Sewer Maintenance Worker
III classification at the City of San Rafael.
SPECIAL REQUIREMENTS:
Must possess a valid California Class "B" driver's license with a Tank Endorsement and have a
satisfactory driving record. Must be willing to work underground, in confined places, and in exposure
to unpleasant and potentially hazardous conditions. May involve work in and around bacterially
contaminated liquids. Must be willing to work overtime, weekend standby duty and be subject to call
out for emergency repair of Public Works facilities. Incumbents assigned to this job classification are
subject to Department of Transportation's Drug and Alcohol Regulations,

Job Title: Volunteer Program Assistant
SUMMARY:
The Volunteer Program Assistant is responsible for coordinating many aspects of the City of San Rafael
Volunteer Program under the supervision of the Sustainability and Volunteer Program Coordinator. The
incumbent organizes and participates in the recruiting, interviewing, selection, training, placement and
recognition of volunteers for both City departments and community programs.
CLASSIFICATION CHARACTERISTICS:
This single job class position is designed to assist in the coordination of a city-wide volunteer program
and organize volunteer operations in the community.
SUPERVISION RECEIVED AND EXERCISED:
General policy direction is provided by the Sustainability and Volunteer Program Coordinator. The
position may supervise volunteers placed in various City departments.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
• Confers with City department representatives to determine volunteer needs and assists in the
development of job descriptions for volunteer positions.
• Recruits, screens, interviews, selects, and trains volunteers for the City's program or assists
departments with this process.
• Assists in developing and revising City policies and procedures relating to the Volunteer Program.
• Oversees maintenance of the Concierge desk at City Hall.
• Provides follow-up and continuing support for volunteer placements.
• Monitors the program budget.
• Prepares and places publicity to attract volunteers, including maintaining the Volunteer Program
website.
• Plans and implements volunteer recognition activities and events, including preparing and securing
publicity notices.
• Provides information and referral services about the Volunteer Program to the general public and City
employees.
• Works with neighborhood and community groups to develop and implement volunteer projects in San
Rafael.
• Works actively with the community to create partnerships to support City initiatives such as anti -lifter
campaigns, neighborhood beautification, disaster preparedness, etc.
• Directs and administers community volunteer events.
• Maintains a variety of records, statistics and reports.
• Makes public presentations regarding the Volunteer Program and specific initiatives.

ACTIONS:
1. Create the classification of Senior Accountant and reclassify one Accountant 11 into the classification
of Senior Accountant,
2. Change in the title of Accountant Supervisor to Accounting Manager,
3. Create the classification of Sewer Lead Maintenance Worker and reclassify two Sewer Maintenance
Worker Ills into Sewer Lead Maintenance Workers,
4- Delete one Associate Engineer position and add one Assistant Civil Engineer position, and
5. Create the classification of regular, part-time Volunteer Program Assistant
