SUBJECT: Resolution authorizing closure of Downtown City Streets for the San Rafael
Mile & 415mile on Sunday, July 21st, 2013 from 4am to 10:00am.
RECOMMENDATION: Adopt resolution authorizing the closure of Downtown City
Streets for the San Rafael Mile & 415mile on Sunday, July 21 st, 2013 from 4am to
1 0:00am.
BACKGROUND: The Downtown (Miracle) Mile is now entering its fifth year is a
fundraiser for San Rafael High School Athletic Program and Girls on the Run (Marin
Chapter). The event has grown from it's inception with one hundred and fifty athletes to
over several thousand participants in 2013. This successful event brings approximately
two thousand or more athletes and supporters into our City.
DISCUSSION: In 2013, the Downtown (Miracle) Mile is adding an overlapping event
called the 415mile to increase benefits to the non -profits and grow the unique aspect of
the event with a five mile course. The five mile race will feature a variety of
neighborhoods in San Rafael focusing the start and finish on Fourth Street in the core of
our Downtown. Though the course runs through several neighborhoods, the event has a
low impact due to being held early on Sunday morning.
Approve resolution authorizing the following street closures:
San Rafael 415mile closures:
1. Fourth Street, eastbound, from Lincoln Ave. to Cijos Street for production and event
start (5 mile race)
2. Fourth Street from Cijos Street to H Street, for production and event (5 mile race)
3. H Street north bound from Fourth Street to Fifth Avenue,
In addition, approve posting "No Parking" on the north side of Fifth Avenue between H
Street, on Bay Court, the Southside of Forbes Avenue, Bryn Mar Drive, Mission
Avenue, C Street and on all the streets noted above as needed, from 6 to 9 a.m. on
Sunday, July 21, 2013.

2) Fourth Street from Cijos St. to E Street
3) Lootens Pl. from Third Street to Fifth Avenue
4) "B" Street from Parking Structure driveway to Fifth Street
5) "C" Street from Parking Structure driveway to Fifth Street
6) "D" Street from Third Street to Fifth Avenue
In addition, approve posting "No Parking" on the south side of Fifth Avenue between A
Street and at Lootens Place and on all the streets noted above as needed, from Gam to
10 a.m. on Sunday, July 21, 2013.
FISCAL IMPACT: Event producers are required to fund any overtime expenses
incurred by the City of San Rafael, including any overtime expenses for Police, Fire, and
Public Works. The City will be providing some in-kind services including No Parking
signage, event coordination, and event planning with other City Departments.
OPTIONS:
1) Adopt the Adopt resolution authorizing closure of Downtown City Streets for the
San Rafael Mile & 415mile on Sunday, July 21 st, 2013 from 4arn to 1 0:00am.
2) Direct staff to amend the Resolution
3) Refuse to adopt the Resolution.
ACTION REQUIRED: Adopt Resolution.

RESOLUTION AUTHORIZING CLOSURE OF DOWNTOWN CITY STREETS FOR THE SAN
RAFAEL MILE & 415MILE ON SUNDAY, JULY 21ST, 2013 FROM 4AM TO 10:OOAM.
WHEREAS, the San Rafael Mile & 415mile necessitates the temporary closure of City streets July
21St, 2013 from 4 a.m. to 10 a.m. as specified below:
A. San Rafael 415mile closures:
1. Fourth Street, eastbound, from Lincoln Ave. to Cijos Street from 4:00am — 8:00am for
production and event start (5 mile race)
2. Fourth Street from Cijos Street to H Street, 6:30am-9:00am for production and event (5 mile
race)
3. H Street north bound from Fourth Street to Fifth Avenue, 6:30am-9:00am for event
And approve posting "No Parking" on the north side of Fifth Avenue between H Street, and Bay
Court, Southside of Forbes Avenue, Bryn Mar Drive, Mission Avenue, C Street and on all the
streets noted above as needed, from 6 to 9 a.m. on Sunday, July 21, 2013.
B. San Rafael Mile closures:

6. "D" Street from Third Street to Fifth Avenue 6:30am-1 Oam
And approve posting "No Parking" on the south side of Fifth Avenue between A Street and
Lootens Place and on all the streets noted above as needed, from 6:00 am to 10:00am on
Sunday, July 21, 2013; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic the
above listed streets should be temporarily closed to through traffic for the date and times
described above.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY
RESOLVES AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection
of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the
temporary closure of the above listed streets for the date and times described above.
