Fifth Avenue from B Street to Court Street Wednesday, June 26, 2013 at 10:00 a.m. to Monday, July 1, 2013, 4:00 p.m. for production and event. 2. Julia Street and A Street from Wednesday, June 26, 2013 at 8:00 a.m. until Monday, July 1, 2013 at 4:30 p.m., for production and event. Tenant access to parking lots on Julia Street will be available throughout the event. 3. City Plaza from June 28, 2013 to June 30, 2013 for an information area and an event/event sponsor area. No street painting will take place in the San Rafael City Plaza. Public access to businesses will be maintained during event hours. BACKGROUND: The Youth in Arts Italian Street Painting Festival has been a seventeen-year tradition in San Rafael. This unique and enormously popular event was the flagship event of Youth in Arts organization. The event was also a highlight of the City's event season. In 2011, the Youth in Arts organization cancelled the event due to the financial and operational difficulties of producing the event. DISCUSSION: Joe and Sue Carlomagno, the original event producers, have returned to head the committee to recreate the event for 2013. The newly revised Italian Street Painting Festival has been renamed as `Italian Street Painting Marin' (ISPM). The location and layout will be similar to the original event with some changes. The most significant change is that the event will now require a $5.00 admission fee to view the artwork on Fifth Avenue. This paid admission will require closing Fifth Avenue to pedestrian and auto traffic. The event will also require closing Fifth Avenue, Julia and A Street from Wednesday June 26th to Monday July 1 rst. The San Rafael Police Department, the Public Works Street Department and City Event Staff are creating a modified traffic plan to accommodate the road closures and pedestrian access. Notifications to local businesses will be arranged by the event committee. Julia Street and A Street from Wednesday, June 26th' 2013 at 8:00 a.m. until Monday, July 1st 2013 at 4:30 p.m., for production and event. Tenant access to parking lots on Julia Street will be available throughout the event. 3. City Plaza will be available as an event/event sponsor Information area beginning Friday, June 281H 2013 for set up and ending Sunday evening, June 30th, 2013. No street painting will take place in the San Rafael City Plaza. Public access to businesses will be maintained during event hours. and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area, the above street(s) should be temporarily closed to through traffic for the date and times described above. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
