HomeMy WebLinkAboutMS Parking Meter Credit Cardscrry aoi= Agenda Item No: 3.e Meeting Date: June 3, 2013 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Management Services - Parking Services Prepared by: Jim Myhers, Parking Services City Manager Approval Manager SUBJECT: CONSIDERATION OF RESOLUTION APPROVING USE OF COMPETITIVE NEGOTIATION BIDDING FOR THE PURCHASE OF CREDIT CARD PARKING METERS AND PARKING SENSORS TO REPLACE EXISTING PARKING METERS RECOMMENDATION: Staff recommends that the City Council approve the Resolution authorizing the use of Competitive Negotiation Bidding for the acquisition of credit card parking meters and parking sensors. BACKGROUND: Current parking meters in place in the downtown business district only accept coins as the method of payment. There have been requests for members of the public as well as the City Council's Downtown Subcommittee for the city to adopt the newest parking meter technology. Incorporating next generation credit card parking meters will improve the customer experience by allowing for additional methods of payments such as credit cards. It could also allow our customers to enjoy technological improvements such as paying remotely and utilizing smart phone applications that give updated parking space availability information. In addition, the new parking meters will be controlled through a computerized management system allowing each meter to be monitored for maintenance and operational issues. Staff has met informally with several parking meter providers (IPS, Mackay, Duncan) in order to get a better understanding of the intricacies of each meter and the differences between each brand. While in general each company offers the same equipment, they vary in the type of services offered such as sensor availability and the amount of data available for use by staff. FOR CITY CLERK ONLY File No.: 11— 119 Council Meeting: (0 Disposition: t 1 t4 CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLUTION NO. 13544 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL APPROVING USE OF A COMPETITIVE NEGOTIATION PROCESS FOR THE PURCHASE OF CREDIT CARD PARKING METERS AND PARKING SENSORS TO REPLACE EXISTING PARKING METERS WHEREAS, the City of San Rafael utilizes parking meters in the downtown business core that accept only coins as a method of payment; and WHEREAS, the City intends to purchase new meters that accept credit cards as a method of payment; and WHEREAS, City staff has concluded that the use of a request for proposals and competitive negotiation process will be more advantageous to the City than the use of competitive sealed bids as the request for proposals will allow staff to analyze and determine which, if any, proposer offers the best solution for new meters that accept credit cards as a method of payment; and WHEREAS, Section 2.55.190 of the San Rafael Municipal Code requires the CITY COUNCIL to authorize the purchase of equipment or services by competitive negotiation; NOW, THEREFORE BE IT RESOLVED, that the SAN RAFAEL CITY COUNCIL hereby authorizes the Parking Services Division to issue a request for proposal for the purchase of credit card parking meters and sensors and to use a competitive negotiation process to select the proposal deemed to be most advantageous to the City. BE IT FURTHER RESOLVED that this Resolution shall take immediate effect upon adoption.
