RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO PURCHASE VISION
TRAFFIC SUITE B4 FROM PTV AMERICA INC., WHICH INCLUDES MULTI-
MODAL TRAFFIC SIMULATION SOFTWARE (VISSIM V4) AND TRAFFIC
ANALYSIS AND FORECAST MODELING SOFTWARE (VISUM S2).
RECOMMENDATION: Staff recommends that the City Council adopt a resolution authorizing the
Director of Public Works to purchase Vision Traffic Suite 134, which includes multi -modal traffic
simulation software (Vissim) and traffic analysis and forecasting software (Visum), from PTV
America Inc.
BACKGROUND: Public Works first employed Emme2 software more than 15 years ago to
forecast future traffic volumes generated by land use changes and roadway improvements and then
Synchro/SimTraffic6 to simulate and analyze impacts related to the new volumes and network
changes.
The Emme2 program was purchased in 1997. Synchro/SimTraffic, Emme2's simulation and analysis
tool does not have the flexibility or the ability to customize complex and unique situations such as
the impact that light rail (SMART) will have on San Rafael. In contrast, Vision Traffic Suite covers
the entire range of transportation planning — from strategic planning and traffic engineering to
vehicle and pedestrian simulation. It is the software solution for intelligently simulating and
controlling daily road traffic.
Vissim is Vision Traffic Suite's tool for traffic simulation and is considerably more powerful than
Synchro/SimTraffic. It simulates multimodal environments such as cars/trucks, bicycles,
pedestrians, buses, and light rail. It offers the flexibility and ability, not found in
Synchro/SimTraffic, to customize unique situations and complex signal system scenarios, all with
powerful 3-D visualization tools. It is seamless and integrative with Visum, the forecasting software
component of the Vision Traffic Suite. Vissim is used by public entities, consulting firms and
universities world-wide.

SMART is planning to begin test operations in 201412015. The City secured an OBAG (One Bay
Area Government) grant to implement operational improvements in the Downtown rail corridor, a
process which includes traffic signal timing/operation upgrades. The complex downtown grid
system and transit, bicycle and pedestrian activity plus rail operations requires a flexible and complex
tool to develop a traffic signal pattern and timing to meet the demands generated by these new uses.
In addition, traffic forecasting for future development will require a more sophisticated analysis due
to the increasing demands of an evolving multi -modal transportation network.
ANALYSIS: Public Works staff reviewed a number of traffic simulation, traffic analysis, and
forecasting suites. Because of the specialized nature of the software, staff believes that this review
process has produced optimum results for the City and recommends the waiver of formal bidding.
Vision Traffic Suite clearly is the system that best meets San Rafael's current needs and those that
will evolve in the future. We expect the calibration of new models will take from 9 months to a full
year.
FISCAL IMPACT: The price of Vision Traffic Suite B4 is $25,200, which includes technical
support and the first year of software maintenance. Thereafter, the cost of annual maintenance will
be 15% of the software price, in this case $3,780 (15% of $25,200 = $3,780). Annual software
maintenance includes unlimited technical support, software updates, and new versions as they are
published. It is important to note that the price of Vision Traffic Suite B4 represents an $1,800
savings over buying Vissim and Visum software separately. Sufficient resources have been set aside
in the current Public Works general fund budget to fund these expenditures.
OPTIONS: The Council may choose not to approve the resolution, but staff does not recommend
this option. The City's current Emme2 model is outmoded and no longer meets current or future
needs. Vision Traffic Suite will provide staff with not only powerful 3-D visualization tools but also
with the flexibility and sophistication needed to analyze and simulate a wide range of land use and
traffic situations.
ACTION REQUIRED: Adopt resolution.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO PURCHASE VISION
TRAFFIC SUITE B4 FROM PTV AMERICA INC., WHICH INCLUDES MULTI-
MODAL TRAFFIC SIMULATION SOFTWARE (VISSIM V4) AND TRAFFIC
ANALYSIS AND FORECAST MODELING SOFTWARE (VISUM S2).
WHEREAS, traffic modeling software is an indispensible tool employed by the
Department of Public Works to forecast future traffic volumes generated by major land use
changes and roadway improvements; and
WHEREAS, our current traffic modeling software (Emmet) is 16 years old and lacks the
ability to analyze complex multi -modal scenarios such as the dramatic impact the introduction of
SMART light rail services will have in the very near future; and
WHEREAS, Vision Traffic Suite 134 is significantly more powerful than Emme2
because it incorporates the entire range of transportation analysis tools, from strategic planning
and traffic engineering to multi -modal simulations for vehicles, pedestrians, bicyclists, buses and
light rail; and
WHEREAS, Public Works staff reviewed a number of traffic simulation, traffic analysis,
and forecast modeling programs and determined that Vision Traffic Suite clearly is the system
that best meets San Rafael's current and evolving needs; and
WHEREAS, staff believes that this review process has produced the best results for the
City and, due to the unique and highly specialized nature of the program and software,
recommends the waiver of formal bidding requirements; and
WHEREAS, the cost for the PTV America traffic simulation software (Vissim V4), the
traffic analysis and forecasting software (Vissurn S2) and the first year of technical support is
$25,200; and
WHEREAS, sufficient resources have been set aside in the current Public Works
General Fund budget to fund this one-time expenditure.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
Formal bidding is hereby waived, and the Director of Public Works is authorized to purchase the
traffic modeling and forecasting software described above from PTV America, Inc., as described
in Exhibit A (attached) and in an amount not to exceed $25,200.
