SUBJECT: ADOPT RESOLUTION APPROVING THE FOLLOWING PERSONNEL
ACTIONS IN THE COMMUNITY SERVICES DEPARTMENT:
1. Eliminate one Senior Recreation Supervisor position, and
reclassify four Recreation Supervisors to Senior Recreation
Supervisor, and
2. Add one full-time Program Coordinator and one part-time Program
Coordinator
RECOMMENDATION: Adopt Resolution
BACKGROUND: This report seeks approval of the above personnel actions in the Community
Services Department. Budget cuts over the last five years led to in the elimination of the
Assistant Director and an Administrative Aide position which has resulted in deficiencies in
management operations while employees have taken on more responsibilities to cover the
workload. The recent retirement of one Senior Recreation Supervisor has prompted a long and
thoughtful discussion with the department's management team on how to best redistribute the
program areas and other responsibilities held by this former long-time employee. The
management staff worked together to analyze the department's strengths and deficiencies and
how to use existing resources to meet those challenges.
ANALYSIS:
The Community Services management team consists of a Department Director, two Senior
Recreation Supervisor positions — one for Recreation (unfilled) and one for Childcare (filled) —
and four Recreation Supervisors who oversee activities and programs at the City's two
recreation centers. In addition, there is one Program Coordinator who plans, coordinates and
supervises recreation programs, events and activities.
Based on a series of discussions, it was determined that the department requires combination
of additional staff in order to continue to operate profitable and efficiently, The proposed
reorganization would eliminate one unfilled Senior Recreation Supervisor position and promote
the remaining four Recreation Supervisors to Senior positions effective July 1, 2013. In
addition, it would create one full-time Program Coordinator position to assume specific program

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL APPROVING THE
FOLLOWING PERSONNEL ACTIONS IN THE COMMUNITY SERVICES DEPARTMENT:
1. Eliminate one Senior Recreation Supervisor position, and reclassify four
Recreation Supervisors to Senior Recreation Supervisor, and
2. Add one full-time Program Coordinator and one part-time Program
Coordinator
WHEREAS, the CITY has had to make significant budget balancing decisions over the
last few years to deal with the impacts of the ongoing national recession; and
WHEREAS, these changes included elimination of an Assistant Director and an
Administrative Aide in Community Services resulting in the need for some positions to assume
higher levels of responsibilities and/or to work additional hours; and
WHEREAS, a recent retirement of a Senior Recreation Supervisor provided the
opportunity to review the distribution of responsibilities; and
WHEREAS, the department determined that the assigning some of the tasks to existing
staff would be more cost effective than replacing the Senior Recreation Supervisor in order to
continue to operate profitably and efficiently; and
WHEREAS, the personnel actions recommended will address these changes while
taking into consideration staffing needs to meet various City Council priorities.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of San Rafael
hereby approves the following personnel actions:
1. Eliminate one Senior Recreation Supervisor position, and reclassify four Recreation
Supervisors to Senior Recreation Supervisor, and
2. Add one full-time Program Coordinator and one part-time Program Coordinator
