SUBJECT: ACCEPT COMPLETION OF THE LED STREET LIGHT RETROFIT PROJECT,
CITY PROJECT NO. 11210, AND AUTHORIZE THE CITY CLERK TO FILE
THE NOTICE OF COMPLETION.
RECOMMENDATION:
Staff recommends that the City Council accept completion of the project and authorize the City Clerk to
file the Notice of Completion.
BACKGROUND:
The City of San Rafael currently maintains and operates over 4,400 high pressure sodium (BPS) street
lights ranging in energy use from 70W to 400W per location. Light Emitting Diode (LED) street lights
use approximately half the wattage of BPS street lights. This project, which is in accordance with the
City's Climate Action Change Plan, replaced 737 BPS street lights with LED street lights. During
construction, 352 of the lights were added through contract change orders to maximize the loan amount.
The street lights along the following roadway segments were replaced with LED street lights.

• Bellam Boulevard
• Civic Center Drive between North San Pedro Road and Scettrini Drive
• Del Presidio Blvd
• Fourth Street between city limits and Second Street
• Francisco Boulevard East between Bellam Boulevard and Main Street
• Grange Way
• Netherton Street between Mission Avenue and Second Street
• Irene Street
• Irwin Street between Lovell Avenue and Andersen Drive
• Irwin Street between Mission Avenue and Second Street
• Jordan Street at Lovell Avenue
• Kerner Boulevard between Shoreline Parkway and Grange Avenue

On January 22, 2013, the City Council adopted the plans and specifications and authorized the City Clerk
to call for bids. The project was advertised in accordance with San Rafael's Municipal Code and policies
on January 25, 2013, and sealed bids were publicly opened and read aloud on February 21, 2013 at 10:00
AM.
On February 21, 2013, the City Council adopted Resolution No. 13505 authorizing the Public Works
Director to enter into an agreement with the low bidder, Siemens Industry, Inc., and construction
commenced on June 30, 2013.
Construction was completed on September 17, 2013 within the originally authorized construction budget.
The total project cost including design, advertisement and construction is $308,346.04 as shown below.

"Notice to Proceed" signified the beginning of the 10 week material lead. time.
"Suspension of work was issued for Contractor to order additional fixtures.
All work was completed within the amount of actual working days allowed. We recommend acceptance
of the project and recordation of the Notice of Completion.
ANALYSIS:
Pursuant to Civil Code Section 3093 the City is required to record a Notice of Completion upon
acceptance of the improvements by the City. This acceptance initiates a time period during which project
subcontractors may file Stop Notices seeking payment from the City out of the funds owed to the
Contractor for the project work.
FISCAL IMPACT:
This project is funded through a zero percent interest loan from PG&E and energy efficient rebates. The
PG&E loan will be paid back over six years from energy savings from the new LED fixtures.
ACTION REQUIRED:
Accept completion of the LED Street Light Retrofit Project, City Project No. 11210, and authorize the
City Clerk to file a Notice of Completion.
