Climate Change Action Plan- 2009
In 2009, the City Council adopted the San Rafael Climate Change Action Plan (CCAP). The CCA?�"
includes several programs related to long-term planning for sea level rise. These programs recommend,
?mong others, completing an inventory of the public and private levees throughout San Rafael and
preparing a vulnerability assessment that would include recommended strategies for long-term planning
.?,nd adaptation.
Purpose of "White Paper"
As a "first step" in responding to the CCAP programs, staff has prepared a "white paper" on the topic of
sea level rise. This white paper is not a technical study nor is it a detailed, quantitative analysis of sea
level rise, an assessment of its potential impacts on the community, or a study with direct solutions.
Rather, this paper has been prepared to provide information that can be used in understanding this issue
for pursing the next steps for long-range planning. This white paper presents the following:
Identifies the key agencies that have been involved in studying and planning for this topic.
Presents the most current information and studies on sea level rise with focus on the Bay Area.
Identifies potential funding sources to pursue for next steps.
Summarizes the studies underway in the Marin and the North Bay.
Describes adaptation techniques and tools that have been developed and tested.
Presents a preliminary review of the San Rafael shoreline and levees to be inventoried and
studied, as well as potential opportunity areas for studying adaptation.
Presents suggestions for next steps in moving forward with preparing vulnerability and long-term
planning for sea level rise.
This paper contains graphics, maps and photographs making it too large to attach to this staff report.
Therefore, the full paper (two files, text and appendices) has been distributed to the City Council under
separate cover. This paper has been posted on the City's website and can be accessed by the following

San Rafael's Efforts to Date
To date, several efforts have been made by the City of San Rafael to start addressing predicted sea level
rise. As discussed on pages 12-14 of the white paper, San Rafael adopted the CCAP in 2009 which
includes recommended programs to implement (discussed above), and the importance of this issue was
more recently addressed in the recommended actions of the Downtown Station Area Plan and Civic
Center Station Area Plan. In addition, the City utilizes a GIS software program (Map Guide), which
provides mapping of the City and neighboring unincorporated areas. The program includes FEIVIA flood
zone information (FIRM map overlay). At this time, the software is accessible on the City's internal

The City Council has the following options to consider on this matter. -

As this white paper is an informational document, there are no fiscal impacts to the City. However, this paper
presents a number of suggested "next steps" which have City budget implications.
