TO FIFTH AVE. FOR 2014 AIDS/LIFECYCLE "DAY ON THE RIDE" TRAINING ON SUNDAY, APRIL 27, 2014 FROM 7:OOAM TO 10:OOAM RECOMMENDATION: Approve Resolution authorizing temporary closure of D Street from Fourth Stre to Fifth Avenue on Sunday, April 27 th 7 2014 from 7am to 1 Oam. 1 BACKGROUND: This year marks the 14th Anniversary of the AIDS/LifeCycle event, a seven day ride that takes place in June. AIDS/LifeCycle is the largest annual fundraising event for the San Francisco AIDS Foundation. All fundraising dollars from the AIDS/LifeCycle event are used to fund the services that the SF AIDS Foundation provides. This is the third AIDS/Lifecycle trial ride (titled: Day on the Ride) to begin and end in San Rafael. This event brings over four hundred riders, staff and visitors to our City. In 2011 and 2012 Mike's Bike's in San Rafael hosted this important and high profile training event. The event is returning to San Rafael in 2014. The riders will begin their ride in the City's D Street parking lot. ANALYSIS: Staff is recommending a small street closure to safely start the riders on the route. Therefore, staff is recommending closing D Street from Fourth Street to Fifth Avenue from 7:00am to 1 000am. The event will be from 8:00arn — 5:30pm. The proposal is being coordinated with the Police, Fire, and Public Works. Safety monitors in traffic vests will be assisting during the road closure. FISCAL IMPACT: Staff and the Police Department are coordinating any City involvement with the event producer. Impact is determined to be minimal; the event producer will pay for all related City services as needed. Cleanup is being handled by the event producers. ACTION REQUIRED Approve Resolution authorizing temporary closure of D Street from Fourth Street to Fifth Avenue from 7am to 10arn on April 27, 2014 to allow for safe passage for the AIDS/Lifecycle athletes to start the event. FOR 2014 AIDS/LIFECYCLE "DAY ON THE RIDE" TRAINING ON SUNDAY, APRIL 27, 2014 FROM 7:OOAM TO 10:OOAM WHEREAS, the 2014 AIDS/LifeCycle "Day on the Ride" event will occur in Downtown San Rafael on April 27, 2014; and WHEREAS, after reviewinplans for the event and the traffic patterns, City staff has determined g and recommended that, in the interest of the safety and welfare of pedestrian, auto traffic and event participants the certain City street ( s) should be temporarily closed to through traffic; and WHEREAS, D Street between Fourth Street and Fifth Avenue will be closed from 7 AM to 10 AM to assure the safety of r• on the Ride" participants; and THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS. 1. That all of the above findings are true and correct. 2. That, pursuant to the authority of Vehicle Code section 21101 (e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
