SUBJECT: Resolution authorizing the temporary closure of City streets, Fourth Street from
Lincoln Avenue to B Street, for the seasonal Downtown Farmers' Market Festival on Thursday
evenings from April through September each year starting April 2014 through September 2016.
RECOMMENDATION: Adopt resolutiorl
BACKGROUND: This will be the Downtown Farmers' Market Festival's twenty-fifth year.
Generations, managed by Monique Anderson, has been granted a three year seasonal contract
operating from April through September through 2016 pursuant to City Council Resolution No.
13640 adopted on November 18, 2013.
The event producer works closely with the Downtown Business Improvement District to
encourage members to participate in the market. This partnership has been successful and the
number of BID participants has been steadily increasing. The Market also supports small
business and social entrepreneurial venues in partnership with the Renaissance Center and the
Downtown Streets Team. Next Generation Events has also instituted monthly specials such as
chef's demonstrations, featured produce or fruits, special activities and other programing
features to enhance the experience of this legacy Downtown event. The Market now accepts
food stamp electronic benefits program and WIC vouchers. Acceptance of food stamps and
WIC vouchers assures that more San Rafael households have access to fresh and healthy
foods.
ANALYSIS: This year, the Market will continue with its traditional street closure location Fourth
Street from "B" Street to Lincoln Avenue. This Street closure is consistent with the recently
adopted contract with Next Generation Events. Staff is recommending that the City Council
approve a street closure to Lincoln Avenue even though the Market has stopped at Cijos Street
for the maiority of the past two seasons. Most or all markets will not go beyond Cijos St. except

on a special occasion or as needed due to construction or other factors.

Staff is recommending the following street closures and times, which are:
1. Fourth Street from "B" Street to Lincoln Avenue from 5 to 10 p.m.
2. "A" Street between Fifth and the entry to the Parking structure, Lootens between Fifth
and Commercial, and Cijos from Fourth to Commercial from 5 to 10 p.m.
FISCAL IMPACT The Downtown Farmers' Market Festival requires support from Police an
City Event Operations staff. The City agreed to fund the Police overtime costs, pursuant t
Resolution #13290 adopted on January 17, 2012. 1
OPTIONS:
• Accept the street closures as proposed
• Modify the streets to be closed.

WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the
Downtown area, the above streets should be temporarily closed to through traffic for the dates and
times described above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES
AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101 (e), for the safety and
protection of persons, both pedestrians and vehicle drivers, the City Council hereby
authorizes the temporary closure of the above listed streets for the dates and times
described above.
