SUBJECT: Resolution authorizing temporary closure of Downtown City streets to
accommodate Great American Blues & Barbeque Festival event on Sunday, July 20, 2014
from 6:30 a.m. - 9:00 P.M.

BACKGROUND: The City of San Rafael has had a variety of renditions of Blues and Barbeque
events for over thirty years. The event organizer, Team PRO Event Inc., re -designed the event in
2006 as 'The Great American Blues & Barbeque' to become a professional blues music event and
national barbeque competition. However, in 2010 the event was postponed due to the expenses
related to producing the event and the downturn in the economy. For 2014, the Business
Improvement District recommended this event receive funds from the Target Settlement. The Target
Settlement funds and a revitalized economy allow this popular event to return to Downtown San
Rafael. The event will feature high quality, unique barbequed foods, beer sampling and a top brand
musical line up.
ANALYSIS: The Great American Blues & Barbeque has been a vital annual event for the City
and we are fortunate to have the opportunity to bring this event back. This is a celebration of
American roots music featuring Bay Area blues artists and American traditional BBQ'd food. The
event will feature a professionally sanctioned BBQ competition. The BBQ competition, growing
from it succession of success since 2006 is a destination contest this year for many professional
BBQ-ists from all over the United States. Guests at the festival will also enjoy tasting beers from
unique local breweries. There will also be a music market with a variety of alluring, unique and
historical merchandise and information. The event benefits Prader -Willi Syndrome Research which
now has created a full time local office in Mill Valley due to the success of the prior Blues and BBQ
Festivals.
This year the event will expand to Lincoln Avenue to accommodate the growing demand from the
BBQ vendors and the merchandise. The event will begin at I I a.m. and end at

For safety and welfare of pedestrian and auto traffic, staff is recommending the following streets
be closed from 6:30am to 9:00pm on Sunday, July 20, 2014 for event set up and teardown*.
1. Fourth Street from Clios Street to A Street
2. Lootens Place from City parking structure entry to Fifth Avenue
The proposal has been coordinated with the Police and Fire Departmentsthe Downtown
merchants and the Public Works Department.
FISCAL IMPACT: There is no substantial fiscal impact as all direct City costs are paid for by
the event producer.

WHEREAS, the Great American Blues & Barbeque Festival event occurs in Downtown San Rafael on
Sunday, July 20, 2014,; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the downtown
areathe streets shown below should be temporarily closed to through traffic for the date and times as
specified below.
Streets to be closed on July 20, 2014 from 6:30am to 9:00pm:

1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101 (e), for the safety and protection of
persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary
closure of the above listed streets for the date and times described above.

BLUES & BARBEQUE FESTIVAL
EVENT SUMMARY
The 2014 Great American Blues & Barbeque Festival will be building on the success of three years of this
event 2006, 2007, 2008 and 2009.
This year's event is to be held on Sunday, July 20th, 2014. It will take place once again in the center of the
City of San Rafael. The closure of Fourth Street for this event provides a geographic and philosophical
location both at the center of the City's business district and the heart of Marin County.
In 2007 we requested the additional closure of Fourth to Cijos Street, to allow additional exhibitor space
and provide an option to relocate our barbeque presentation away from buildings, etc. This nis addition
worked out well and is now a part of the master site plan.
This Festival celebrates San Rafael and Mai-in's outstanding heritage of great music, it's world famous
musicians and the great American roots of the blues. The Festival promotes Marin and San Rafael
merchants, businesses and the many local organizations supporting and promoting music.
The Festival showcases Marin's wealth of musical creativity and resources. Opportunities abound for
Marin based performing blues artists and groups to participate. Vendor displays and presentations will
range from antique and handmade musical instruments to cutting edge music and sound equipment.
Performances of local and national blues artists will be featured on the main stage. Food concessions will
focus on the great American original, Barbeque, in all its varied glory. The finest in local brews, wines and
other fine beverages will fill out the equation for fun.
The Great American Blues & Barbeque Festival will again promote awareness and support for Prader -
Willi Syndrome research.
Producer: This Event is planned and executed by Mill Valley based Team PRO Event, Inc. in association
with the City of San Rafael's Economic Development.

Great American Blues & Barbeque Festival
Great American Main Stage - Entertainment will feature Marin based musical artists, who are regionally
and nationally recognized for their passionate performance of the Blues. Many or these performers have made
significant contributions to the enjoyment and preservation of the great American original musical
Art form, the Blues.
Food and Beverage Concessions — Showcasing another great American original, the food will focus on
traditional to contemporary barbeque menus. Local restaurants and professional vendors will participate.
Music Marketplace — A presentation of individuals and local retail purveyors of classic and custom new
and used musical instruments. Local musical artists will present the works on CDs for sale.
Musical Instrument and Equipment Swap n Sale — A bazaar of musical treasures from individual's
garages to their personal collections. Owners will offer their unique items for sale or trade.
Music Arts Gallery - A presentation of fine artists and craftspeople showcasing their musical themed
works for show and sale.
Micro Brew Sampling- Featuring the foremost brews available in Marin and beyond. The 9006 "Great
American Blues Brew" will be awarded by secret public ballot
Sponsor/Partner Presentations — Onsite presentations by supportive corporate, local businesses and
organizations, from music stores and barbeque retailers to local banks and auto dealers.
Beneficiary Presentation — The event will promote awareness and support for Prader -Willi Syndrome
research and the Richard de Lone Housing Project, through onsite presentation and volunteer
involvement. This illness is the most common genetic causes of childhood obesity. It is essentially
unknown to the general public.
