Public Hearing — (515 Northgate Drive (Alma Via of San Rafael) Consideration of a General Plan Amendment to Change the Existing Land Use Designation from Office to High Density Residential, a Zoning Amendment to Change the Existing Office (0) District to Planned Development (PD) District with Adopted Zoning Regulations, a Master Use Permit for the Planned Development and an Environmental and Design Review Permit to Allow Construction of a New 137 -Unit Assisted Living Facility. The Proposed 120,141 -Square -foot Structure would Replace the Existing Faith Evangelical Lutheran Church at 355 Los Ranchitos Road and the Existing Office Building (Site of Social Security Office) at 515 Northgate Drive Currently Onsite.
