SUBJECT: STAFF PRESENTATION REGARDING THE H STREET DRAINAGE REPAIR
AND STREET REHABILITATION PROJECT.
RECOMMENDATION
Accept the staff report.
Over the last few years the Department of Public Works has presented information to the City Council
regarding the present condition of the City's drainage system. H Street is one of the older sections of San
Rafael with a drainage system dating back to the early 1900's.
In 20 10 the Department of Public Works initiated an investigation of roadway deterioration along sections
of H Street between 5thAvenue and Forbes Avenue. Staff discovered a severely eroded corrugated metal
pipe storm drain culvert, the bottom of which is completely missing. Further investigation revealed the
presence of a dual drain system, with two culverts approximately 30 inches in diameter and
approximately 5 feet apart. A sanitary sewer system, located between the two drainage culverts, adds
complexity to the project.
The City has been working with the San Rafael Sanitation District to design a project that repairs the
deteriorated culvert system,, relocates the sanitary sewer line and resurfaces the roadway. We have
already notified all utilities that may have facilities in the project area, many of which are quite old and
potentially in disrepair. It is advantageous and cost-effective to repair or replace these systems prior to
resurfacing the roadway and the subsequent initiation of a minimum 5 -year moratorium on excavation.
City staff has contacted the Marin Municipal Water District (MMWD) and Pacific Gas & Electric
(PG&E), both of whom have an interest in updating their facilities in the area. MMWD has completed
their work on H Street. PG&E has notified the City that they will need to update their gas distribution
facilities. PG&E will hydro -test a gas main along this roadway in the next few months and will remove a

minimum of two trees near the comer of 5 Avenue and H Street in order to update their gas facility.
This is a complex project based on the multiple utilities in the area and the coordination needed to
complete this project. The Department of Public Works will present plans, specifications and estimates
for the culvert replacement project to the City Council within the next few weeks. We anticipate starting
construction by July 1, 2014 and completing the drainage, sewer relocation and roadway improvements

by September 30, 2014. PG&E will also need to complete the relocation of their distribution system and
the hydro -test of their gas main during this 3 -month period.
