Director of Public Works ADOPT PLANS AND SPECIFICATIONS FOR THE NON -MOTORIZED TRANSPORTATION PILOT PROGRAM 1 1 PUERTO PATH TO TRANSIT CENTER CONNECTOR PROJECT, CITY PROJECT 11115AND AUTHORIZE THE CITY CLERK TO CALL FOR 1 FOLLOWING CALTRANS APPROVAL. RECOMMENDATION: Adopt Plans and Specifications for the project and authorize the City Clerk to call for bids following Caltrans approval. BACKGROUND: The Non -Motorized Transportation Pilot Program (NTPP), funded through federal transportation legislation in 2005 (SAFETEA-LLT), allocated $25 million to four communities nationwide, including Marin County. The pilot program was initiated locally in the summer of 2006 by the Marin County Department of Public Works. The Puerto Suello Hill Path to Transit Center Connector Project is one of 50 NTPP projects to be implemented in Marin County. On April 21, 20,08, the City Council adopted Resolution number 12477 authorizing the Director of Public Works to enter into an agreement with Alta Planning and Design, Inc. to design the Puerto Suello Hill Path to Transit Center Connector Project. Council Meeting.- (�� / 6jl 0 ( C4 �� . rftw� Ll 19A ♦ IL R 9 Caltrans directed the City to conduct extensive subsurface exploration to identify and catalog cultur resources which might be located within the project limits. To this end, on May 16, 2011, the Cit Council adopted Resolution number 13152 authorizing the Director of Public Works to enter into a agreement with LSA Associates to complete cultural resource subsurface exploration. The Cit subsequently received environmental clearance on March 16, 2012. 1 he entire length of Netherton Street is located within State right-of-way. Although San Rafael has a maintenance agreement for this street, Caltrans requires the City to obtain an encroachment permit as this project will include installation of new permanent street improvements. Between June 2012 and March 2014, the City coordinated multiple rounds of comments and revisions with the Caltrans Office of Permits. The encroachment permit was issued on March 24, 2014. The City obtained right-of-way clearance on April 7, 2014 through the Caltrans Office of Local Assistance and has submitted the final design plans and specifications to Caltrans. We are currently waiting the final approval which will authorize bidding and construction of the project. The City anticipates construction authorization to be granted in May 2014. This is a complicated project which involves multiple agencies and federal funds. Administering a grant such as this, which requires multiple rounds of revisions to plans, specifications, and consultant agreements, expends a significant amount of staff time to accomplish. The completed construction plans and specifications have been signed and approved by the City Engineer, and a copy is available at the City's Clerk's office for review. ANALYSIS: Adoption of the construction plans and specifications is necessary for the plans to be advertised and begin construction. The City anticipates beginning construction in the fall of 2014. 4_� FISCAL IMPACT: The engineer's estimate for construction of the project is $1,113,000. The exact cost for construction will be determined after bids have been received. The City has received grants through the NTPP and Safe Routes to Transit programs for construction of this project. Although no local match is required for the grants, local funds have been expended to complete the design phase due to extensive coordination with Caltrans. Of the $268,749.64 expended on design, 93% is eligible for reimbursement through the NTPP program. 100% of the construction costs will be eligible for reimbursement through the various grants. 1. Adopt the plans and specifications and authorize the City Clerk to call for bids following receipt of Caltrans approval; or 2. Reject the plans and specifications and direct staff to stop the work on the project. This option will result in the loss of $1,447,000 in NTPP and Safe Routes to Transit construction funding.
