HomeMy WebLinkAboutHR RGS & LGC Termination of JPA'scrrr aFI Agenda item No: 3. h Meeting Date: September 15, 2014 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Management Services Prepared by: Deirdre Dolan, HR Director City Manager Approval;// SUBJECT: RESOLUTION AUTHORIZING THE CITY MANAGER TO TERMINATE TWO JOINT POWERS AGREEMENTS AND SERVICE ON THE BOARD OF DIRECTORS OF BOTH JOINT POWERS AUTHORITIES RECOMMENDATION: Adopt the Resolutions BACKGROUND: In March 2010, the City Council authorized the City's membership in two Joint Powers Authorities (JPAs): Local Government Services (LGS) and Regional Government Services (RGS). These JPAs were formed in 2001 by the City of San Carlos and the Association of Bay Area Governments to provide administrative support and staffing services to other California public agencies. The JPAs have grown to provide services to numerous public agencies throughout the state, and San Rafael is currently under contract with RGS to provide one position in Management Services. RGS/LGS has provided valuable support and staffing services to the City of San Rafael over the past few years. ANALYSIS: The City Manager has served as a JPA member on the Board of Directors for RGS and LGS since 2010 Due to other staff priorities, the City Manager would like to terminate the City's membership and participation on the Board for these organizations. The City joined the JPAs at a time when their boards were smaller and in need of our assistance, while at this time the boards have grown and the organization has expanded and is no longer reliant on any organization for its continued success. Withdrawal from membership and the Board of Directors will have no impact on the City's ability to access the services of RGS/LGS in the future. The City can continue to use the services of RGSILGS as needed without maintaining membership or Board status. FISCAL IMPACT: None. OPTIONS: • Approve the Resolutions as recommended or with modifications. • Take no action at this time. ACTION REQUIRED: Adopt Resolutions as presented. FOR CITY CLERK ONLY File No.: 4-13-127 x 4-13-126 Council Meeting: Disposition: Resolution 13807 / 13808 RESOLUTION NO. 13807 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL TERMINATING THE JOINT POWERS AGREEMENT WITH LOCAL GOVERNMENT SERVICES AUTHORITY WHEREAS, the City of San Rafael has been a member of the Local Government Services Authority since March 2090; and WHEREAS, the City Manager of the City of San Rafael has served as a member of the Board of Directors for the Local Government Services Authority since March 2010; and WHEREAS, due to other staff priorities the City of San Rafael wishes to terminate its membership in the Local Government Services Authority and resign from its Board of Directors. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Rafael as follows: (1) That the City of San Rafael's membership in the Local Government Services Authority is hereby terminated; and (2) That the membership of the City Manager of the City of San Rafael on the Board of Directors for the Local Government Services Authority is hereby terminated. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Rafael as follows: (1) That the City of San Rafael's membership in the Regional Government Services Authority is hereby terminated; and (2) That the membership of the City Manager of the City of San Rafael on the Board of Directors for the Regional Government Services Authority is hereby terminated.
