SUBJECT: RESOLUTION APPROVING HOLIDAY CLOSURE OF CITY FACILITIES
RECOMMENDATION: Adopt Resolution
BACKGROUND: In December 2013, the City of San Rafael closed certain City facilities to the public
during the period December 23 through December 31 (five business days). This closure was the result of
a mandatory 45 hours of furlough for most employees represented by SEIU Local 1021. The furlough did
not impact the City's safety and other essential functions. The public was noticed well in advance of the
closure and no complaints were received from the public regarding the closure.
ANALYSIS: This year the Christmas and New Year's holidays fall on a Thursday. In order to
accommodate multiple vacation requests and acknowledge the significant reduction in customer volume
during the holiday season, I am proposing closure of City Hall, Community Centers, Child Care Centers,
and Falkirk Cultural Center for two business days: Friday, December 26, 2014, and Friday, January 2,
2015. Community Centers would be re -opened for regular weekend service on Saturday, December 27
and Saturday, January 3, and all City offices would re -open for normal business operations on Monday,
December 29, 2014, and Monday, January 4, 2015.
The Library would remain open to the public for regular business hours on both proposed closure days, in
order to maintain operational consistency with the regional library system. Public Works, Parking, and
Public Safety services would maintain regular business operations on the proposed closure days due to
the need for winter storm preparation, parking services and emergency response.
City Hall and Community Services facilities are anticipated to have a very low customer volume on the
proposed closure days. The Community Centers have no recreation programs scheduled, and facilities
are not currently rented on those days. If reservations are requested, part-time hourly staff can be
assigned to service those users. Child Care Centers historically reduce operations to one or two locations
during the holiday week, and it is anticipated that most families will keep children home the day after the
holidays.
This is a one-time request, based on the holidays occurring on Thursday, followed by one business day
each week anticipated to have a very low customer volume. If closure is granted, employees will have the
option of using vacation or other category of voluntary leave, or to work at their assigned locations,
although facilities would be closed to the public. All safety and other essential services would continue to
be provided on the closure day, as would Library services.
Notice would be provided to the public well in advance of the holiday closures.

RESOLUTION NO. 13819
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING
CLOSURE OF CITY HALL AND COMMUNITY SERVICES FACILITIES ON DECEMBER 26,
2014 AND JANUARY 2, 2015
WHEREAS, this year the Christmas Day holiday occurs on Thursday, December 25,
2014 and the New Year's Day holiday occurs on Thursday, January 1, 2015; and
WHEREAS, both holidays are followed by one business day anticipated to have low
customer volume, and a weekend; and
WHEREAS, due to the anticipated low customer volume and multiple employee vacation
requests, the City of San Rafael proposes to close City Hall and Community Services facilities
on a one-time basis on Friday, December 26, 2014 and Friday, January 2, 2015.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Rafael as
follows:
(1) That City of San Rafael City Hall, Community Centers, Childcare Centers and Falkirk
Cultural Center will be closed for business on December 26, 2014 and January 2,
2015.
