SUBJECT: Resolution authorizing closure of Downtown City Streets for the Jingle Bell
Walk/Run for Arthritis on Sunday, December 7th, 2014 from Sam to 11:00am.
RECOMMENDATION: Adopt resolution authorizing closure of Downtown City Streets for the Jingle Bell
Walk/Run on Sunday, December 7`h, 2014 from 5am to 11:OOam.
BACKGROUND
San Rafael is the cultural hub of the County and is also becoming a prime venue for sports and fitness businesses
and events. Downtown sports and fitness businesses like T&B Sports, Mikes Bikes, Summit Bikes, Sling It, and
Triumph all have a strong local customer base. Recent sports and fitness events in San Rafael include the 415K &
Miracle Mile, Marin Marathon, Marin Triathlon, the Petco Run, the Twilight Bike Race and the Pacifies Baseball
Team at Albert Field.
The Arthritis Foundation held its first annual Jingle Bell Run/Walk in Marin County in 2012. The event was held at
the Marin Fairgrounds with approximately 400 runners, spectators and vendors. The 2012 event raised $22,000 for
the Arthritis Foundation. In 2013 after moving the course to Downtown San Rafael the event raised $39,000.
The Arthritis Foundation is the largest private, nonprofit contributor to arthritis research in the world, funding more
than $450 million in research grants since 1948. Arthritis is the leading disability in the United States. The Northern
California Arthritis Foundation office is headquartered in San Francisco and serves 16 counties, including Marin.
The Foundation offers information, events, research funding, advocacy activities and other vital programs and
services for the more than 1.1 million adults and children who live with arthritis in Northern California.
DISCUSSION: The Foundation desires to hold the third annual Jingle Bells Walk/Run event in Downtown San
Rafael following a success first time event in Downtown San Rafael in 2013. We time our event to enhance the
holiday spirit of the event and encourage higher attendance.
The City does not generally encourage events that close Fourth Street during the holiday shopping season. Staff is
recommending approval of the Jingle Bell Run/Walk because it is a Sunday event that will be over by 11:00 am,
prior to the opening of most of the retail shops.

RESOLUTION NO. 13833
RESOLUTION AUTHORIZING CLOSURE OF DOWNTOWN CITY STREETS
FOR THE JINGLE BELL WALK/RUN FOR ARTHRITIS ON SUNDAY,
DECEMBER 7TH, 2014 FROM 5AM TO I1:00AM.
WHEREAS, the Arthritis Foundation Jingle Bell Walk -Run will occur on Sunday, December 7, 2014;
and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has detennined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic the listed streets
should be temporarily closed to through traffic for the date and times specified below:
I. Fourth Street, eastbound, from Lincoln Ave. to Cijos Street from 5am — 8am for production and
event start (5K race)
2. H Street north bound from Fourth Street to Fifth Avenue, 7 am- I 1 am
I Fifth Avenue from A Street to Lootens Place (controlled intermittent traffic) 7 am- 11 am
4. Fourth Street from Cijos St. to H St. 7 am- 1 1 am
5. Lootens P1. from Third Street to Fifth Ave. 7 am- 1 1 am
6. "B" Street from Parking Structure driveway to Fifth Avenue 7 am- I l am
7. "C" Street from Parking Structure driveway to Fifth Avenue 7 am- 1 I am
8. "D" Street from Third Street to Fifth Ave. 7 am- 1 I am
WHEREAS, the event will require the posting of additional temporary "No Parking" on south side of
Forbes Avenue at Bay Court, Mission Avenue from G St. to H St. and on all the streets noted above as
needed, from lam to I I am on Sunday, December 7, 2014.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS
FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of
persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary
closure of the above listed streets for the date and times described above.
