I am writing to endorse Amy Likover as appointee to the City Council. You have a chance to include an
effective voice of the neighborhoods, a colleague for whom I have profound respect and one in whom I
have complete confidence to represent the entire city. Amy has the intelligence, the people, follow-
through and organizational skills, an excellent understanding of planning, a profound love of San Rafael
and willingness to serve its residents. You will find Amy to be a creative problem -solver and an
excellent colleague. She and I serve on the Gerstle Park Neighborhood Association, and I have never
doubted her commitment to making this city abetter place to live. She's great to work with and you will
find her positive energy contagious.
It would be a loss to us on the GPNA Board were Amy to be selected, but I am willing to make that

I write to ask for your appointment of Amy Likover to the upcoming Council vacancy.
I have known Amy as a neighbor since her move to San Rafael four years ago. My relevant exposure to
Amy has been through the Gerstle Park Neighborhood Association and her efforts in organizing Ready
Gerstle Park. Explicitly because of her encouragement, I recently became CERT certified and
volunteered to be a Ready GP block co -captain.
Through the Ready GP activities, I have witnessed Amy's leadership of several meetings and drills.
Amy comes very prepared and clearly knows how get the most productivity out of a group. She starts
on time with a clear agenda, stays on point, encourages participation, and wraps things up at the time
promised, unfailingly.
She is obviously very bright, certainly an essential requirement for the complexities of city government
and adherence to the extensive codes of conduct.
Her leadership style is one based on communication, collaboration, and enthusiasm. I don't see her as
trying to push her own agenda, only pushing to reach a communal goal.
In addition to the skills noted above, I think a characteristic that makes Amy special is her drive to
involve others in her community. She is not afraid to ask for participation. My own participation would
not have occurred without her encouragement.
In summary, my exposure to Amy leads me to know that she would be an excellent, efficient
contributor and leader within the City Council. Please select her as your appointee.

Amy Likover is a neighbor that I have know since she and her husband began building their house
down the street over four years ago.
From that relationship, I know Amy to be an energetic, enthusiastic neighborhood leader, with an
engaging personality to boot. While I haven't had extended exposure to Amy in other than social
situations, what I see is an obviously motivated, very intelligent individual whom I believe would be a
strong contributor to the Council.
I would hope that the Council's selection would also consider neighborhood representation. I am not
certain that any of the candidates other than Amy live in the Gerstle Park neighborhood. Our
neighborhood, being so close to downtown, is disproportionally affected by Council decisions on
traffic, business use, and especially the homeless population. From what I read, most candidates agree
that homelessness is the most serious issue facing San Rafael. However, Amy may be the only
candidate living among the impacted residential streets, parks, and open space, and as president of
Gerstle Park Neighborhood Association, is the only candidate in a position of leadership for our
neighborhood.
That said, I also believe that Amy would passionately represent ail City neighborhoods.
I feel confident that Amy would be a terrific Council member. We also need her to represent our
neighborhood. I therefore sincerely request that you appoint her to the upcoming Council vacancy.

As Social Justice Chair at the Unitarian Universalist Congregation of Marin, I've
had the opportunity to work with Amy and have experienced her sincere and caring
dedication to community service in general.
It's gotten so that every time 1, attend any of various kinds of civic meetings, Amy
is there!
Born into a political family, she has built herself an impressive background in

Amy Likover would make a solid addition to the San Rafael City Council, bringing
both a detailed neighborhood perspective and a broad grasp of citywide priorities.
We have been impressed by Amy's natural leadership abilities from the first time we
saw her in action at an emergency preparedness simulation here in Gerstle Park.
She is forthright, calm and strong. Her well -considered and clearly articulated
positions attract the attention and support of those she serves.
Amy's emphasis on homelessness and fiscal health are aligned with issues that the
Council has made central to the City, and her focus on parks and public spaces
expands that scope to the natural as well as the built environment. She correctly
prioritizes support for a vibrant 'destination' downtown, sustainability, and public

preparedness seems a good reflection of her overall leadership style, which is to

General Plan and in conversations with people throughout the City.

Ray was one of the first person met in Mont Marin. I watched as he worked hard to bring the San Rafael Park
and Mont Marin Communities together. He listened to both sides. He listened to both sides., and was Successful
in pulling these two neighborhoods together.
Ray was one of the ones to spearhead a new sidewalk along Lucas Valley Road. He made many differences in
improving volunteer crews to clear the brush along the side of the road.
I had mentioned he was one of the first people I met in Mont Marin, Ray went out of his way to help me while
I was having a diff cult time with my husband who had had two major strokes. When I broke my foot, he
would stop by Safeway and pick Lip something I needed. Ray's heart is as big as his devotion to any job. Ray is
giving.
Ray is a person who can Pull people together people to effect a common good. lie is dedicated works for the
best of the whole, and he is a joy to know.

Please appoint Mr. Lorber to the position of the City Councilmember that was vacated by Damon
Connolly upon his election to the Marin County Board of Supervisors.
Mr. Lorber is a committed community leader who has eagerly donated his time to better the
community. His dedication and concern has yielded many neighborhood rewards. They include a
Mont Marin sign, a sidewalk along Lucas Valley Road, a much needed new $2 million power
transformer, a "Neighbors helping Neighbors" program and a social "Oak Hill Club" for our elderly
neighbors.
As -the past president of Mont Marin Homeowners Association, he arranged the merger with the San
Rafael Park Homeowners Association and the Montevideo Terrace Homeowners Association yielding
a more effective neighborhood association
His interaction with San Rafael City staff and elected officials has yielded many benefits for the city
and the neighborhood. The most recent is his acceptance to become the Vegetation Program
Volunteer. A leadership position that resolved neighborhood anxiety over the city mandated removal
of their juniper.

I would like to voice my opinion for the vacant seat on the City Council.
I met Ray Lorber when we both ran for Legislative representative for Marin Commission on Aging a few
years ago. I had been appointed prior to the vote and had already served in that capacity. I won the
race, however was impressed with Ray's background and accomplishments in San Rafael.
Since he has been involved with San Rafael and his neighborhood in Terra Linda, I have noticed that he is
a well-known community leader. When he has an idea and a goal, he always follows through until it is
complete, whether it is a phone call or a special project. He has been a long-time resident and involved
in his homeowners' association and was instrumental in the construction of the walkway along Lucas
Valley Road.
We need a representative from Terra Linda on the City Council and one that has seen and lived the
history of San Rafael, not one that has been in San Rafael only a few years. It is imperative that a
candidate has lived here and has a history of our city and what they have contributed to our community.

Why I think Ray Lorber is the key person to fill in Damon's seat?
Ray isthe kind ofleader that practices what hepreaches. Heacts onthings with determination and makes sure they are
completed. Heiscommitted. He's the kind ofleader that doesn't just talk. He puts it in practice. Hebrings people
together and builds community. If he's not home, he's out welcoming neighbors or at council or county meedn8. You
can also find him pulling weeds on the median or picking up trash along the road. When you see his white car on the
side ofaroad inthe neighborhood you know it's Ray. He's our man. You can call him 24/7for anything and ifhedoesn't
haveonanswer, hewill find one.
Would love tosee him onthe City Council. North San Rafael needs representation. Heisknowledgeable with the
history ofSan Rafael for over 2Oyears. People like this don'tjust pop on the City Council, we are lucky he has applied!
We need to have council members that know the past vision and the future vision of our City. Heisagood listener. An
educated man. Ray looks out for nature, our wild lands, our turkeys, coyotes, our open space, our creeks, our streets,
and most importantly: our seniors and our kids!! Hebelieves incommunity. Ray means action.

Dear Council Members,
I have known Ray Lorber for over twenty years and know he will be an
excellent addition to the San Rafael City Council. Through the years, Ray has
dedicated himself to public service. He has demonstrated commitment,
reliability and follow through in all that he does for the benefit of the City
of San Rafael, Ray has been a leader in the North San Rafael Coalition of
Residents, and is President Emeritis of the Mont Marin/San Rafael Park
Neighborhood Association, Ray was instrumental in the building of the
Lucas Valley Road Safe Passage project, and headed the juniper removal
ordinance to provide assistance to homeowners in the Mont Marin/San
Rafael Park neighborhood. These examples are but a few of Ray's work
and accomplishments.
We need a strong leader in North San Rafael to replace Damon Connolly.
Ray is the right person to fill this position and keep the north section of
San Rafael involved in the city's important work and decisions. I highly

RE: Letter of Indorsement for Laurie O'Hara for City Council
Mayor Gary Phillips, Kate Colin, Maribeth Bushy, Andrew McCullough:
I have known Laurie O'Hara for several years. We are both involved with Working Solutions in San
Rafael. Laurie is the Business Development Officer and I am on the Advisory Board. Working Solutions
makes small business loans plus provides business coaching and mentoring usually when banks can't
help their clients. Laurie also speaks fluent Spanish, is an excellent public speaker and is very involved in
the community. I have seen her at many Chamber of Commerce mixers. Aside from Laurie
understanding what if takes to run a successful small business she also interfaces with many banks,
community agencies and business owners. We recently held a mixer at First Bank to help promote what
Working Solutions does. Laurie did all the work. The event was well attended with over 20 banks and
raised over $200;000 of bank donations/grants to be lent back out in our community. I think you would
be hard pressed to find a more qualified individual to fill the current vacant city council seat.
