SAN RAFAEL CITY COUNCIL AGENDA REPORT
Department: Economic Development
Prepared by: Stephanie Lovette, Economic,. City Manager ApprovWN40
SUBJECT: Resolution authorizing closure of Downtown City Streets for the San Rafael
Rocks Block Party (fundraiser for DrawBridge) on July 11th; Fourth Street from C Street
to D Street, 8am — 8pm.
RECOMMENDATION: Approve the Resolution authorizing the temporary street closures
BACKGROUND & ANALYSIS: The San Rafael Rocks Block Party is a first year event that is
sponsored by the Downtown Business Improvement District. This event is part of a larger multi-
faceted program, San Rafael Rocks, which is a series of events (Art, Film and Music) taking
place in San Rafael over several weeks. San Rafael Rocks is a fundraising effort for
DrawBridge; a local nonprofit that provides expressive art programs for homeless and
other underserved children. DrawBridge presents art groups at 24 sites in seven Bay
Area counties and serves about 900 kids each year, with a total of 4,000 child visits
annually.
The Block Party is a one day event featuring iconic 60's Rock Poster Artists, live music
and other activities. This will be a new and unique event for the City for 2015. The
program is expected to draw up to five thousand or more people to San Rafael over the
course of several weeks.
One block of Fourth Street will be closed between C and D Streets to create the event
venue. A one block closure has minimal traffic impact and all the businesses on Fourth
Street will be invited to celebrate the day of art and a legendary period of music that
began in Marin as well as the entire Bay Area during the 1960's.
COMMUNICATION, OUTREACH & MARKETING: The Business Improvement District
will be working with Bruce Burtch (www.bruceburtch.com) who is the organizer of the
San Rafael Rocks program. Bruce has gathered a team of major local partners that will
support the multi -faceted programs engaged for this major fundraiser (see attachment
A). It is estimated by Mr. Burtch that the marketing and advertising (print media, Radio
and TV) through local as well as regional outlets will reach over one million people. The
