SUBJECT: Resolution authorizing closure of Downtown City Streets for the 17th Annual
San Rafael Sunset Criterium (formerly the Twilight Criterium) on Saturday, July 25, 2015
from 11:45 am to 10:00pm
RECOMMENDATION: Approve the Resolution authorizing the temporary street closures
BACKGROUND: This will be the 17th year for the former San Rafael Twilight now titled The San
Rafael Sunset Criterium. Mike's Bikes, a local downtown business for over 50 years, will be the
new event producer. When there was a possibility that the race might not continue, Mike's
Bikes was asked if they would keep the event going and gladly stepped in to save this unique
flagship of San Rafael downtown events. This year's event will feature four races a race expo
area and the ever popular Kid's Race. The pro races for men and women are expected to
attract full fields from top professional teams in the country and a few international teams. The
race features an international field of riders and is part of the USA Criterium National series
which gets worldwide coverage. This downtown legacy cycling event has been drawing over
5,000 spectators each year to San Rafael from northern California, as far away as the east
coast and beyond. There will also be a locally sponsored "Beer Garden" which provides income
to the event.
NON-PROFIT:
The event will also benefit the Mike's Bike Foundation and their Africa Project which collects
donated bikes around the Bay Area and distributes them throughout Africa. Since 2008, over
16,000 bicycles have been distributed to African communities.
ANALYSIS: The majority of the races are in the mid to late afternoon and early evening and
providing several hours of business operation before racing begins to reduce the street closure
impact on merchants. Prior to the event becoming a Twilight Race Fourth Street had been
closed down the entire day. The race is scheduled to end by approximately 9 p.m. and streets
will generally be reopened within thirty minutes.

COMMUNICATION, OUTREACH & MARKETING: Mike's Bikes will promote the race through
its business and marketing team using their extensive regional media contacts and in addition to
the prior marketing profile used by Project Sport, the former producer of the event.
Mike's Bikes will be working with the BID to give Downtown businesses opportunities to promote
their businesses at the event.
The event will be coordinated with the Police, Fire and Public Works Departments. At the
request of City Staff the promoter will be making special notifications to; St. Raphael's Church,
the Rafael Film Center, Amicis' Pizza, Cushman/Wakefield (managers of 1000 Fourth Street)
and Monahan/Parker Properties, the Rafael Town Center.

FISCAL IMPACT: Pursuant to the current City policy Police and Public Works costs will be
reimbursed by the event unless otherwise directed by City Council or the City Manager. Minor
loss of revenue from the meters in the one block closure will be made up by a boost of garage
visits.
OPTIONS:
• Accept the street closures as proposed
• Modify the streets to be closed.
ACTION REQUIRED: Approve the attached resolution.
RESOLUTION NO. 13927
Resolution authorizing closure of Downtown City Streets for the 17th Annual San
Rafael Sunset Criterium (formerly the Twilight Criterium) on Saturday, July 25, 2015
from 11:45 am to 10:00pm
WHEREAS, the San Rafael Sunset Criterium will occur in Downtown San Rafael on July 25th, 2015; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the downtown
area, the streets shown below should be temporarily closed to through traffic for the date and times as
specified below:

THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of
persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary
closure of the above listed streets for the date and times described above.
