RECOMMENDATION:
It is recommended that the City Council interview the following applicants to fill five, four-year terms on
the Citizens Advisory Committee on Economic Development and Affordable Housing to the end of June,
2019, and one unexpired four-year term to the end of June 2017.

SUMMARY BACKGROUND:
At the meeting of May 18, 2015, the City Council called for applications to fill five, four-year terms on the
Citizens Advisory Committee on Economic Development and Affordable Housing, to expire the end of
June, 2019, due to the expiration of terms of William Carney, Dirck Brinckerhoff, Bob Jackson, Jane
Winter and Abraham Yang, and one unexpired four-year term to the end of June, 2017 due to the
resignation of Scott Urquhart. Eight applications were received by the June 9, 2015 deadline.

AND AFFORDABLE HOUSING
Guidelines for Advisory Committee
1. Purpose - The purpose of the Citizens Advisory Committee (CAC) is to advise City Council
on economic development and affordable housing projects. In addition, the Committee
provides residents, business owners and property owners with a forum to express their views
on economic development and affordable housing projects.
2. Scope of the Committee - The Citizens Advisory Committee is a special single purpose body
focused on economic development related projects in San Rafael. From time to time, the City
Council may assign the Committee specific issues, outside of the Committee's normal
purview, to consider and receive public input.
3. Functions - The Citizens Advisory Committee advises the City Council in two ways:
a) The Committee provides ongoing advice and feed back to the City staff in an
informal liaison manner.
b) The Committee makes official recommendations to the City Council on those items
which may be considered at City Council meetings.
4. Membership - Members of the Committee shall be appointed by the City Council. They shall
be residents, property owners, or business people within the City of San Rafael. While
meetings of the Advisory Committee shall be open to the public, only members of the
Committee, appointed by the City Council, shall have voting rights.
5. Office and Staff - The office of the Committee for the transaction of business shall be the
office of the City of San Rafael. City staff shall provide all necessary staff services to the
Committee.
6. Meetings - The Committee shall adopt a regularly scheduled meeting time. They shall meet
once a month at a set designated place. That meeting shall be open to the public, and the
Committee may have other meetings as it deems advisable. Such special meetings may be
called by the Chair, or by a majority of the Committee Members. Notice of each such
meeting shall be given to each member twenty-four (24) hours in advance of the meeting,
either by mail or telephone. A quorum of the meeting shall be constituted if 50 percent of the
members are present.
7. Officers - The Committee shall select from among its members a Chair, a Vice -Chair, and a
Secretary.
Chair - The Chair shall be the Chief Officer of the Committee and shall preside at all
meetings. He/she shall be an ex -officio member of all sub -committees and shall have the
general powers and duties usually vested in the office of Chair.
Vice -Chair - The Vice -Chair shall assume the office of Chair in the absence of the Chair.
Secretary - The Secretary shall keep or cause to be kept at the principal office of the
Committee a book of Minutes of all meetings and record of attendance of all members.
The Secretary shall also keep or cause to be kept such other records as shall be directed
by the Committee.
Officers shall be elected at the first meeting of the Committee each year and shall serve
for a one (1) year term.
8. Disclosure of Interest - All members of the Committee shall file with the City Clerk a public
disclosure statement indicating all property and business interests owned by them located
within the City of San Rafael and nearby jurisdictions potentially affected by City projects.

Hello,
Please accept my enclosed application for membership on the Citizens Advisory Committee on Economic
Development and Affordable Housing.
I would like to take this opportunity to tell you a bit more about myself and why I would like to serve on
the Committee.
While I have only resided in San Rafael since 2012, 1 was raised in the county having moved here at a
young age in 1955 and graduating from Redwood High School in 1970. My husband and I returned
upon our retirement and I made the decision to apply my corporate expertise to a number of not-for-
profit boards and committees. As a member of the San Pedro Road Coalition and regular attendee of
the City/Federation meetings, I have quickly learned to appreciate the many challenges and
opportunities that face the City of San Rafael. I have also developed a keen level of respect for the City
leaders and would like to assist them in continuing to better our wonderful City. To that end, I met with
Nancy Mackle several months ago to discuss opportunities and we identified the Economic
Development and Affordable Housing Committee as a good fit for my interests and experience.
During my corporate career as a Human Resources Executive, I was known as being a strategic and

My Reasons For Wanting
To Serve: I enjoy this kind of committee work (believe it or not!). I have continuously
served the City of San Rafael in some form or another for over 25 years, much of it in planning related
activities. I served on this committee previously when it was part of Redevelopment. I resigned to be
on a Critical Facilities planning committee. I continue to be interested in the issues of economic
development and housing and the complex challenges involved. I believe my long history in San
Rafael planning issues and understanding of the economic forces that drive San Rafael would be a
valuable asset in this committee. I have a solid understanding of the interconnectivity between San
Rafael's history and traditions, its planning regulations and policies, and the disparate political forces
that need to be addressed to make real progress. I am a pragmatic thinker and always work to find
real world solutions to real w,prJ,d situations.

1. Tell us about yourself and why you are interested in serving (or continuing) on the
Citizens Advisory Committee on Economic Development and Affordable Housing. Do
you have any specific interests or topics that draw you to service on this committee?
(e.g., promoting business or commerce, interest in Downtown, promoting affordable
housing)
2. What is your understanding as to the purpose and role of the Citizens Advisory
Committee?
3. There has been quite a bit of discussion on supporting and attracting small businesses
and retail uses in the Downtown. What challenges and opportunities do you see for the
Downtown business recruitment and supporting current businesses and how would you
address them?
4. The CAC worked on a planning process for the Downtown SMART Station. There has
been quite a bit of community conversation about this section of downtown. What are
your thoughts on the station area as the City moves forward towards the start of SMART
service in 2016.
