SUBJECT: Park and Recreation Commission Annual Report, 2014 ,
RECOMMENDATION: Receive update presentation from the Park and Recreation Commission.
BACKGROUND: The City of San Rafael City Council appoints Commissions and Boards to provide
advisory guidance to the Council on community issues. At the Council 2014 Annual Retreat, it was
requested that each Commission, Committee and Board provide an annual update at a Council meeting
to improve communication and assist with planning City-wide strategic goals.
ANALYSIS: Community Services staff provided the summary of Park and Recreation issues and actions
in the report attached as Exhibit A. The Park and Recreation Commission Chair, Ralph Mihan will provide
an oral report at the Council meeting on June 15, 2015.
FISCAL IMPACT: None.

Mission:
• To assist in the preparation and implementation of long-range plans for parks including neighborhood
parks, community -wide parks, special use facilities and open space lands;
• To focus public attention upon the need for adequate parks and healthful and creative year-round
supervised recreation for all age groups;
• To assist in promoting the public recreation programs;
• To solicit to the fullest extent possible the cooperation of school authorities and other public and private
agencies interested therein;
• To assist the Community Services Director in establishing general policies and procedures in respect to
park usage;
• To review, comment and make recommendations regarding the annual operating budget of the
department;
• To receive periodic reports from the Department head concerning the general operations and functions of
the Community Services and Public Works Departments;
• To perform such other duties as may be prescribed by the Council.
Membership: Seven Commissioners and one Alternate Commissioner, serve 4 year terms. Currently serving:
Mark Bustillos, Eric Holm (Vice Chair), Jeff Jones, Stacey Laumann, Mark Machado, Ralph Mihan (Chair), Tom
Obletz, Cicily Emerson (Alternate). Ralph Mihan is the longest sitting Commissioner, first appointed in 1996. Stacy
Laumann was appointed to fulfill the term of Councilmember Gamblin, and Cicily Emerson to fulfill the term of
previous Alternate, Patty Bassett, both in December of 2014.
2014 Highlights:
• Beach Park Lease to Terrapin Crossroads and review of Beach Park renovation plans
• 2014-15 Measure A Workplan Recommendation to City Council
• 2015-16 Measure A Park Priority Community Outreach
• Terra Linda Community Poolhouse Renovation Plan Review
• Trail Around the Bay City of San Rafael Designation
• Review of Public Amenities, Village at Loch Lomond Marina
• Review of Freitas Parkway and Las Gallinas Interchange Renovation impact on Arbor Park
In addition the Commission met with and reviewed annual reports for Marin Bocce Federation, San Rafael Pacifics,
Pickleweed Advisory Board, Downtown ArtWorks, Terra Linda Orcas Swim Club, and held joint meetings with the
San Rafael City Council and the Citizen's Advisory Committee on Economic Development and Affordable Housing
Commission.
2015 Goals:
• Conduct Masterplan Process for Boyd Park
• Study Child Care Capacity Expansion
• Advise on water use strategies for parks
• Support Pickleweed Park Synthetic Field conversion fundraising project
