SUBJECT: Sonoma Marin Area Rail Transit Project Update.
RECOMMENDATION: Accept the Informational Report

BACKGROUND: Sonoma Marin Area Rail Transit (SMART) has started construction in San Rafael.
To keep the City Council and the community informed of current, proposed and future improvements
associated with SMART construction, the Department of Public Works has prepared an update. This
update includes a short summary of SMART's activities as well as the numerous projects that the City of
San Rafael has initiated to be ready for rail activation.
SMART continues to move forward with the construction of rail. The following short summary
demonstrates the current action occurring within the City of San Rafael related to construction, design and
planning for the Larkspur extension.
Initial Operating Svstem #1 (IOSD — Santa Rosa Airport to San Rafael (Phase 1)
SMART Active Construction
Description Status
Rail Crossing — Track Construction The majority of the rail installation is complete.
Puerto Suello Tunnel Reconstruction of the Puerto Suello Tunnel is complete with some
electrical safety work to follow.
Station Platforms Platforms are placed. Access ramp construction and amenities,
such as lights, benches and kiosks, to follow.
Rail Signals and Operations SMART will be working to finish the installation of all electrical
and signal equipment. Testing to start in June, 2016 and should
occur from north to south.
Los Ranchitos Multi -Use Path This Multi -Use Path (MUP) adjacent to the rail line which connects
the Civic Center Station with Los Ranchitos Road is scheduled for
installation in the spring of 2016.
Civic Center Station Kiss and Ride The Kiss and Ride area north of the Civic Center rail crossing is
Area anticipated to be installed by SMART after September, 2016.

Future Action by SMART - Testing_ Prior to Operation - The new train will be tested throughout the rail
corridor in June, 2016. SMART is planning passenger rail service in September, 2016.
City of San Rafael Active Projects (Construction and Studies)
Description
Status
Regional Transportation System
This project includes updating a total of 20 signals and controller
Enhancement Project (RTSE)
cabinets to allow the traffic signal system to communicate with the
rail signal system. Construction is under way and is expected to be
completed by July 1, 2016.
Queue Cutter Project
The construction of the new signals at the SMART crossings
should begin in May 2016. The project requires California Public
Utility Commission (CPUC) approval and is expected to be
completed by September 1, 2016. Completing this project and the
RTSE project at the same time may be difficult; however, staff is
making every effort to complete both projects prior to rail
operations.
Andersen Drive Rail Crossing
This project is under design. Certification of the environmental
document will appear at the February 1, 2016 City Council
meeting. This project will require the approval of the California
Public Utilities Commission and discussions with that agency will
begin in February 2016.
Dollar Hill Tower Upgrades
This project includes installing additional electrical equipment on
the Dollar Hill Tower to allow Public Works to remotely manage
the new signals.
Quiet Zones
City Council approved staff to proceed with the Quiet Zone process
at its December 1, 2014 meeting. Infrastructure installed by
SMART is Quiet Zone ready. Bells and lights will still be required
on crossing gates.
Second to Rice Multi -Use Pathway
Local bicycle advocacy groups believe that a bike path can be

installed from Second Street to Andersen Drive. SMART's
original analysis of this section of track indicated that there is
insufficient space to install a double track, roadway and separated
bicycle/pedestrian facility. A study funded by the Transportation
Authority of Marin (TAM) will determine if a separated Class 1
pathway can be installed in this area. City staff will participate in
the study effort. This study should be completed by May, 2016.
Transit Center Relocation Study
The City's Economic Development Department as well as Public
Works staff has been meeting with staff from Golden Gate Transit,
Marin Transit, SMART and TAM to examine the Bettini Transit
Center and the effects of rail construction and operations to
Larkspur.
This study has identified interim solutions, which are needed while
SMART constructs their system to Larkspur. SMART's
construction will split the current bus services that exist in the
Bettini Center. Interim improvements are needed to construct
alternative bus platforms and modify bus routes to provide transit
services during the construction. These improvements are
estimated to cost $5 million. No funding has been identified for
implementing these measures at this time. Staff plans to bring a
report to the City Council on the Interim solutions in February
2016.

Downtown Station Area Parking
and Wayfinding Study
McInnis & Civic Center Drive
Traffic Signal Improvements
County of Marin
This study will develop policy goals and recommendations for
parking and wayfinding near the Bettini Transit Center and
throughout Downtown. The Study seeks to better understand
current supply, demand, mauagcuitut and user experience. Building
off the Downtown Station Area Plan, the study will explore future
parking needs and other growth and identify uppuiturtities to
improve access to key destinations through signage, factoring in
SMART ridership and other activity in Downtown. The study is
expected to be completed by July, 2016.
In anticipation of rail testing, modifications will be needed at the
current controller at this intersection.
Description I Status
Civic Center Drive Improvements The County of Marin is planning to reconstruct a portion of Civic
Center Drive from the rail crossing to Peter Behr Drive which
should start in the spring of 2016. An encroachment permit will be
issued for the work since Civic Center Drive is a City -maintained
street.
Larkspur Exit -n hit — Downtown Station to Larkspur Station (Phase 2)
SMART
Rail Installation SMART is proceeding with the preliminary engineering.
Francisco West Realignment SMART is anticipating eliminating two south of Second
Street. Realignment of Francisco Blvd. West by placing the rail as
close to Highway 101 as possible will allow for the removal of
roadway crossing at Francisco Blvd. West and Irwin Street.
