RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE DEPARTMENT OF PUBLIC WORKS TO PURCHASE ONE
POLICE INTERCEPTOR SEDAN TO REPLACE POLICE DEPARTMENT PATROL
VEHICLE #228, IN AN AMOUNT NOT TO EXCEED $39,614.33.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
WHEREAS, Police Department patrol vehicle #228-09 was totaled on November 20, 2012,
effectively reducing the department's patrol fleet of 12 active and 4 reserve vehicles; and
WHEREAS, the absence of this vehicle has a direct bearing on patrol operations and potentially
impacts the department's ability to respond to emergency and non -emergency calls for service;
and
WHEREAS, Chapter 2.55.260 (Cooperative Purchasing Programs) of the San Rafael Municipal
Code provides for the "Purchases of supplies, material, equipment or services and sales of
surplus property made under a cooperative purchasing program, utilizing purchasing agreements
maintained by the state, county or other public agencies are exempt from the requirements of this
chapter. To the extent possible, cooperative purchases joined will be competitively awarded, and
documentation as to the advantage of the cooperative purchase will be retained"; and
WHEREAS, the Police Department has utilized California State Contract Pricing, an example of
the cooperative purchasing program described in the above -referenced chapter, to purchase
vehicles for many years; and
WHEREAS, there are sufficient funds in the City's Vehicle Replacement Fund to purchase this
vehicle.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Rafael,
that the Council authorizes the Department of Public Works to purchase one Ford Interceptor
sedan to replace Police Department patrol unit #228-09, in an amount not to exceed $39,614.33.
I, ESTHER C. BEIRNE, Clerk of the City of San Rafael, hereby certify that the foregoing
Resolution was duly and regularly introduced and adopted at a regular meeting of the City
Council of said City held on May 20, 2013 by the following vote, to wit:
