TO
JANE CURTIS
WHEREAS, Jane Curtis has been a dynamic and passionate leader at Marin Literacy Program since 1990;
and
WHEREAS, Jane established Family Literacy Services in 1990 to break the cycle of illiteracy in families,
thus teaching parents to read to their children and providing gift books to build a home library
of quality literature; and
WHEREAS, Jane designed a curriculum for teaching literacy and parenting skills by using children's books,
and she wrote two books with lesson plans which are used throughout the United States; and in
1997 Jane wrote T.O.O.L.S. for Work, a curriculum for low literate adults moving from welfare
to work; and
WHEREAS, Jane established Inmate Literacy Services in 1998 at the Marin County Jail, to provide tutoring,
children's gift books, and library services to inmates; and established Project REACH at San
Quentin State Prison in 1999, to train inmates to tutor their peers; and
WHEREAS, Jane has taught and mentored staff in other literacy programs, to help them establish inmate
literacy services, and she has spoken throughout the State and at national conferences as a
tireless advocate for the forgotten incarcerated population; and
WHEREAS, Jane has produced outstanding outreach materials (newsletters, student books, community
reports, brochures) with an artful eye and an understanding of the power of words; and
WHEREAS, Jane is never afraid to speak her truth and through her leadership has helped to shape the Marin
Literacy Program into a strong and effective organization.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Council of the City of San Rafael hereby
recognize, honor, and commend the contributions of Jane Curtis to the Marin Literacy Program, the San Rafael
Public Library, the Marin County Free Library and the lives of incarcerated adults.
