Resolution of Appreciation
Presented to
WHEREAS, Bob Brown, hired on April 27, 1998 despite being a Dodger's fan, served as Community Development
Director for thirteen years, and NEVER took a sick day despite working thousands of night meetings, some in quite chilly
rooms; and
WHEREAS, Bob's mark on the future of San Rafael is found in every long-range plan written during his tenure including
the Station Area Rans for the Downtown and Civic Center SMART stations, the Canalfront Conceptual Design Plan, the
Canal Neighborhood Transportation Plan, General Plan 2020, the Dominican University Master Plan, and the St.
Vincent's/Silveira Advisory Committee's Recommendations; and
WHEREAS, Bob's fingerprints are all over the buildings approved in the last thirteen years: Rafael Town Center, San
Rafael Corporate Center, EI Camino building (former Penney's), Dominican University, Aegis Assisted Living, Alma Via,
Parkside Childcare Center, Fasken offices, Public Works Corporation yard, Lofts at Albert Park, the Vineyards, Chapel
Cove, 33 North, MERA radio towers, Team GM, Redwood Village, Marin Academy, Pickleweed Community Center, Loch
Lomond Village, Best Buy, Toyota Marin, Extended Stay America, Northgate Mall, Aldersley and Target; and
WHEREAS, Bob initiated the over-the-counter residential and commercial plan check program, coordinated a
countywide Green Building model ordinance, brought the Community Development Department into the high tech era
with the CRW Permit Tracking System and e -Permits, upgraded the department's website and remodeled (in four
stages!) the department's cramped 1960s avocado/mustard motif into a welcoming and productive office design; and
WHEREAS, on top of everything else, Bob implemented the Richard P. O'Brien Citizen of the Year Award, the
Residential Hotel/Apartment Inspection Program, the Eichler/Alliance Overlay District, the Design Awards program, the
Planning Academy, and the Non -Residential Affordable Housing In -Lieu Fee Ordinance. In addition, he enlivened
Halloween with his Parthenon -inspired homeless shelter design, his Mission San Rafael Beach Blanket Babylon hat, and
his eco -fairy dance; and
WHEREAS, recently, Bob's sense of planning urgency reached new heights while preparing the Climate Change Action
Plan, and leading the City's Green Team. He fervently pursued a green mission by writing the new Sustainability
Element for the General Plan and a Greenhouse Gas Emissions Reduction Plan with an eye to reducing the City's
carbon footprint.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael hereby acknowledge
that Bob's leadership in San Rafael epitomizes the finest in planning and extend a heartfelt round of applause with
gratitude for a job well done and that the Mayor and City Council bestow the title and honor of "San Rafael Planner
Emeritus" to Bob Brown in recognition of his exemplary service as Community Development Director.
