RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING STAFF TO PROCEED WITH AUDIONIDEO
UPGRADES IN THE CITY COUNCIL CHAMBERS, PROCUREMENT OF
AUDIONIDEO SUPPORT SERVICES, AND IMPLEMENTATION OF AN
INTEGRATED VIDEO ARCHIVE SYSTEM
WHEREAS, the City wishes to upgrade the audio/video capabilities in the City Council
Chambers in order to record public meetings and broadcast them over the Internet and/or public
television; and
WHEREAS, installation of professional presentation equipment and its related
components is deemed necessary to enhance the viewing capabilities in the City Council
Chambers; and
WHEREAS, it is considered a standard practice for governmental agencies to partner
with local public access television service providers for audio/video support services; and
WHEREAS, the Community Media Center of Marin is experienced at providing
audio/video support services and is in a position to provide these services to the City; and
WHEREAS, the City also wishes to implement a video archive system to integrate
recorded videos with published agendas and minutes; and
WHEREAS, the San Rafael Municipal Code, Section 11.50, allows the Public Works
Director to negotiate and execute minor public works contracts totaling less than $125,000; and
WHEREAS, the San Rafael Municipal Code, Section 2.55, allows the City Council to
waive competitive bidding procedures and to authorize staff to complete procurements for
supplies, materials, equipment, and services totaling more than $35,000.
NOW, THEREFORE, IT IS HEREBY RESOLVED that the Council does hereby
authorize staff to take the following actions:
a. Public Works Director to follow the minor contracts procedures in Section 11.50 of
the Municipal Code to complete the first phase of equipment upgrades in the City Council
Chambers at a cost not to exceed $15,000,
b. City Manager to follow the process in Section 2.55 of the Municipal Code to negotiate
and execute a sole source agreement with the Community Media Center of Marin to provide
audio/video support services for public meetings held in the City Council Chambers at a cost not
to exceed $50,000 per year, and
c. City Clerk to follow the process in Section 2.55 of the Municipal Code to select a
vendor then negotiate and execute an agreement for the implementation of an integrated video
archive system at a cost not to exceed $40,000.

Resolution was duly and regularly introduced and adopted at a regular meeting of the City
Council of said City held on Monday, the 16th day of August, 2010 by the following vote, to wit:
