A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL APPOINTING THE MEMBERS OF THE SPECIAL LIBRARY
PARCEL TAX COMMITTEE AS PER THE RECOMMENDATION OF THE
CITY COUNCIL SUB COMMITTEE
WHEREAS, the City of San Rafael established a Special Library Parcel Tax Committee
by City Council Resolution No. 13010 on July 19, 2010; and
WHEREAS, the Special Library Parcel Tax Committee shall be advisory to the City
Council; and
WHEREAS, an "ad hoc" Sub Committee composed of two members of the City Council
convened to interview applicants for the Special Library Parcel Tax Committee and have
recommended six persons for appointment to the Committee;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DOES
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
1. Upon recommendation of the "ad hoc" sub -committee, the City Council of the City
of San Rafael hereby appoints the following persons to the City of San Rafael
Special Library Parcel Tax Committee:
❑ Phyllis Brinckerhoff
❑ Glena Coleman
❑ Noni Garner
❑ Peter Lee
❑ Carol Manashil
❑ Barrett Schaefer
2. The City Council hereby charges the Special Library Parcel Tax Committee with
the following goals:
A. The Committee's sole function shall be to review expenditures of the revenues
from the Special Library Services Parcel Tax adopted by Measure C on June 8,
2010 to ensure the monies have been expended in accordance with the authorized
purposes of Measure C.
B. The Committee shall take steps to understand the allowable expenditures of the
Special Library Services Parcel Tax monies (as identified in Chapter 3.36 of the
Municipal Ordinance).
C. The Committee shall take steps to understand municipal revenue collection and
distribution from local, state and federal sources.
D. The Committee shall review the upcoming fiscal year budget prior to the City
Council budget hearings.
3. The City Council directs the Special Library Parcel Tax Committee to prepare and
submit to the City Council and the community an annual public report on the
expenditures of the Special Library Services Parcel Tax revenues for the previous
fiscal year.

was duly and regularly introduced and adopted at a regular meeting of the City Council of the
City of San Rafael, held on Monday, the 20th day of September, 2010, by the following vote, to
