RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
APPOINTING JIM SCHUTZ AS INTERIM CITY MANAGER
WHEREAS, the City Manager, Ken Nordhoff, will be leaving employment with the
City of San Rafael effective November 18, 2010; and
WHEREAS, the City Council met with the City Attorney in closed session on
October 18, 2010 to discuss the appointment of an Interim City Manager while the
recruitment for a regular City Manager is in process; and
WHEREAS, the City Council desires to appoint Assistant City Manager, Jim
Schutz, as Interim City Manager with a salary of $14,867 per month, which would be
$14,159 per month including the 5% furlough reduction, during the recruitment process
which will run approximately six months; and
WHEREAS, Jim Schutz is qualified and willing to perform the duties and services
of the position of Interim City Manager.
NOW, THEREFORE LET IT BE RESOLVED the City Council of the City of San
Rafael hereby authorizes Jim Schutz to serve as the Interim City Manager for the City of
San Rafael effective November 16, 2010.

APPOINTING JIM SCHUTZ AS INTERIM CITY MANAGER
RECOMMENDATION: Adopt Resolution
BACKGROUND: City Manager Ken Nordhoff announced he has accepted an offer to serve as
the City Manager of Walnut Creek and his last day in San Rafael is November 18, 2010. At the
City Council meeting of October 18, 2010, the City Council decided to appoint Jim Schutz to
serve as the Interim City Manager. Jim Schutz will carry out the full duties of the City Manager
position on an interim basis while the recruitment for a permanent City Manager is in process.
Staff anticipates the interim appointment will be for approximately a six month period.
Jim Schutz has outlined a series of goals and objectives that would require management,
leadership and action during this interim appointment period and is prepared to fulfill these
duties.
ANALYSIS: This report provides for the approval of appointing Jim Schutz to serve as the
Interim City Manager for the City of San Rafael until a permanent appointment is made. Jim
currently serves as the City's Assistant City Manager. To compensate Jim for the additional
responsibilities of Interim City Manager, he would receive a 10% increase in salary. Jim
currently earns $162,180 per year, not including the 5% furlough reduction; a 10% increase
would equal $178,398 per year. Since Jim is participating in the furlough program, the
proposed salary during his interim appointment would be $169,903 (or $14,159 per month) with
no change in benefits.
FISCAL IMPACT: The City will save approximately $84,000 in salary costs because the
Assistant City Manager position will not be filled during the interim period and the Interim City
Manager will be paid at a lower rate than the current City Manager.
