SUBJECT: Resolution of Appreciation to Recipient of the Richard P. O'Brien and Mary Ferrario
O'Brien Citizen of the Year Award - 2016
RECOMMENDATION: Adopt Resolution of Appreciation
DISCUSSION: In March 2001, J. Michael Mahoney established an endowment in honor of former Planning
Commissioner Richard O'Brien and his wife, Mary Ferrario O'Brien. The endowment funds an annual "Citizen
of the Year" award. The purpose of this award is to recognize an individual in the San Rafael community who
has made exceptional contributions to the City, making it a better place to live or work. In addition to public
recognition, the endowment provides a cash award to the recipient.
In September 2001, the City Council adopted procedures for the "Citizen of the Year" award program and
process. The procedures include the appointment of a Selection Committee to review nominations from the
public and recommend an award recipient to the City Council. The Selection Committee includes two City
Council members, two Planning Commissioners, a member of the O'Brien family, a representative from the
San Rafael Chamber of Commerce, and neighborhood community representatives (e.g., Federation of San
Rafael Neighborhoods).
The call for nominations was initiated in December 2015. Once the current year nominations have been
submitted, they are reviewed along with the nominations submitted over the past three years (in this case
2013, 2014 and 2015). Last year's Citizen of the Year recipient (Diane Henderson — 2015) was eliminated from
the pool of eligible candidates.
This year, a total of eight candidates were considered. Of this total, five nominations were submitted to the City
this year and three were carried over from the past three years. On January 14, 2016, the Selection Committee
met to review and consider the nominations. The Committee selected David Haydon as the fifteenth recipient
of the award.
As summarized in the attached Resolution and nomination materials, David Haydon was selected as Citizen of
the Year due to his strong support and dedication to the San Rafael community. He continuously gives back to

the community by supporting events and organizations such as the San Rafael Pacifics baseball team, Italian
Street Painting Marin, Hospice by the Bay, Youth in Arts, Meals on Wheels, Marin Wounded Veterans, and Big
Brothers & Big Sisters of Marin. His dedication and passion for the community is authentic and tireless. He
does this all while running one of the top restaurants in San Rafael and Marin County.
If approved by the City Council, David Haydon will be recognized at this year's State of the City Dinner, which
is scheduled for Thursday, March 3, 2016.
COMMUNITY OUTREACH: The call for nominations for Citizen of the Year was advertised in Snapshot (the
City Manager's e -newsletter), the City website, NextDoor, Twitter, and Facebook.
FISCAL IMPACT: As the Citizen of the Year Award program is privately funded, there is no financial impact to
the City of San Rafael. The recipient of this award receives a check in the amount of $2,500.00 from the
Richard P. O'Brien and Mary Ferrario O'Brien Citizen of the Year Fund, which is administered by Marin
Community Foundation.
OPTIONS:
1. Adopt the Resolution of Appreciation conferring the Citizen of the Year Award to David Haydon
2. Return the recommendation to the Selection Committee for reconsideration.
RECOMMENDED ACTION: Adopt the Resolution of Appreciation.

WHEREAS, David Haydan's dedication and passion for the San Rafael community is authentic and
tireless; and
WHEREAS, David founded II Davide Restaurant, 20 years ago, and built a successful business through
challenging economic times. In addition to running one of the top restaurants in San Rafael
and indeed Marin County, he strives to give back to the San Rafael community; and
WHEREAS, David is a strong supporter of community events and organizations that make Downtown
San Rafael so special, including the San Rafael Pacifica baseball team and Italian Street
Painting Marin; and
WHEREAS, David also uses his time and talent in the kitchen to support a wide range of non-profit
organizations. His cooking is frequently offered up as a live auction prize supporting
important institutions in our community such as Hospice by the Bay, Youth in Arts, and
Breast Cancer Foundation, to name a few. David and li Davide regularly donate to many
local schools; and
WHEREAS, David annually co-chairs The Lawn Party, a party in San Rafael held every September
benefiting, Meals an Wheels, Marin Wounded Veterans and Big Brothers k Big Sisters of

WHEREAS, lastly, to quote Sue Carlomagno, co-founder, Italian Street Painting Marin, "There is rarely
an event or activity in San Rafael that doesn't include a David Haydon touch. His k
generosity to the community is beyond measure. When an organization needs help, David j

NOW, THEREFORE LET IT BE RESOLVED, that the San Rafael City Council expresses its appreciation for
David Haydon's fforts on behalf of our community and hereby awards her the Richard P. O'Brien and the

1.. WHAT CONTRIBUTIONS HAS THIS INDIVIDUAL MADE TO THE COMMUNITY THAT ARE
BEYOND THE SCOPE OF NORMAL CIVIC RESPONSIBILITIES?
David Haydon is a strong supporter of community events and organizations that make
downtown San Rafael so special, including the San Rafael Pacifics baseball team and Italian
Street Painting Marin. In 2015, David provided the wine for the 'end of race' dinner in Santa
Monica for The Great Race, as a way of welcoming the race back to San Rafael in 2016.
David also uses his time and talent in the kitchen to support a wide range of non-profit
organizations. His cooking is frequently offered up as a live auction prize. A few minutes
search on the internet yielded the following examples, among many others:
• Community Institute for Psychotherapy, February 2015: "A multi -course Tuscan dinner
by chef David Haydon of II Davide for a party of four."
• To Celebrate Life — Breast Cancer Foundation, September 2015: "TUSCAN -INSPIRED

THIS PERSON MADE A DIFFERENCE?
Mike Shapiro, President and General Manager of the San Rafael Pacifics Baseball Club said,
"David Haydon and II Davide have been fervent supporters of the San Rafael Pacifics since
the birth of the team nearly five years ago. II Davide has been a corporate sponsor, they
provide after game meals for the Pacifics and visiting teams and each year the restaurant
has been the location of the Pacifics' annual staff holiday party. Our entire organization is
indebted to David and his team for the generous support they have shown the Pacifics in
the past and will continue to provide in the future. David is one of the key members of our
sponsor group that keep the Pacifics sustainable. On behalf of the Pacifics ownership group,
I offer my wholehearted support of David's nomination for San Rafael Citizen of the Year."
Sue Carlomagno, co-founder of Italian Street Painting Marin said, "David has been a major
supporter and annual sponsor of Italian Street Painting Marin, and before that the Youth in
Arts Italian Street Painting Festival. From cooking on site, to providing the best lunches our
artists receive at any street painting event in the U.S., he goes out of his way to make his
donation of time, talent, and food the most wonderful gastronomical experience for
everyone."
As noted by the San Rafael Chamber of Commerce, David annually Co -Chairs The Lawn
Party, a party in San Rafael held every September benefiting, Meals on Wheels, Marin
Wounded Veterans and Big Brothers & Big Sisters of Marin that raises over $25,000.00
David and II Davide donate to many local schools. A couple of recent examples benefiting
San Rafael High School include Restaurant day, which raised over $2000 for Freshman &
Sophomore classes, and a donated dinner for 200 to raise money for Jazz Band.
3. DISCUSS THE TIME AND ENERGY THIS PERSON HAS DEVOTED TO COMMUNITY PROJECTS
OR EFFORTS.
David is a ubiquitous presence at San Rafael events such as the State of the City Dinner and
at non-profit events too numerous to count. A recent list compiled by David includes more
than 30 entries for fundraising dinners like the samples listed in Section 1. To quote Sue
Carlomagno again, "There is rarely an event or activity in San Rafael that doesn't include a
David Haydon touch. His generosity to the community is beyond measure. When an
organization needs help, David pitches in."
4. DISCUSS THE CHALLENGES MET AND OVERCOME BY THIS INDIVIDUAL.
David founded II Davide 20 years ago, and has built a successful business through
challenging economic times. After some time away, David returned to the kitchen in 2009
as California and the nation were still reeling from the 'great recession.' Since that time he

has built the restaurant into one of the top restaurants in San Rafael and indeed Marin,
while still finding time for the community work listed above.
5. TO WHAT EXTENT HAS THIS INDIVIDUAL'S EFFORTS BEEN PREVIOUSLY RECOGNIZED BY
THE COMMUNITY?
In 2013, David Haydon and II Davide received the Spirit of Marin Small Business of the year
award, presented by the San Rafael Chamber of Commerce.
