Boro, Chairman Dorothy L. Breiner, Member Paul M. Cohen, Member Michael A. Shippey, Member Joan Thayer, Member Absent: None Others Present: Pamela J. Nicolai, Executive Director Gary T. Ragghianti, Agency Attorney Jeanne M. Leoncini, Agency Secretary ORAL COMMUNICATIONS OF AN URGENCY NATURE None. CONSENT CALENDAR Member Breiner moved and Member Shippey seconded, to approve the recommended action on the following Consent Calendar item: ITEM RECOMMENDED ACTION 1. Approval of Minutes of Regular Meeting of Approved as submitted. September 21, 1992 (AS) AYES:MEMBERS: Breiner, Cohen, Shippey, Thayer & Chairman Boro NOES:MEMBERS: None ABSENT: MEMBERS: None The following items were removed from the Consent Calendar for discussion: 2. RESOLUTION APPROVING CONTRACT WITH BDI ENVIRONMENTAL FOR WELL MONITORING AT 519 FOURTH STREET (RA) - File R-323 x R-286 Chairman Boro asked Assistant Executive Director Ours if they were attempting to track down where the contamination is coming from and Mr. Ours stated this is presently being done. Chairman Boro then stated because there is a prime suspect and they refuse to participate, what happens when the appropriate measures are taken? Mr. Ours referred this to Deputy Fire Marshal, Forest Craig. Mr. Craig responded that the Fire Department has reasonable documentation to believe there is contamination coming from an upgrading source. He noted the current monitoring well, MW3 in the center of Fourth Street, does not give them conclusive evidence to show that the suspected upgrading source is, in fact, that individual firm. He stated the proposal is to install a further upgrading monitoring well which will add more substantially the evidence they need to make a referral to the Regional Water Quality Control Board for cleanup action. Chairman Boro stated this should bring the issue to closure. Member Breiner moved and Member Cohen seconded, to adopt the Resolution. RESOLUTION NO. 92-26 -AUTHORIZING THE ASSISTANT EXECUTIVE DIRECTOR TO EXECUTE A GROUNDWATER WELL INSTALLATION AND MONITORING AGREEMENT WITH BDI ENVIRONMENTAL FOR AN AMOUNT NOT TO EXCEED SRRA MINUTES (Regular) 10/5/92 Page 1 Page 2 $8,953.75 SRRA MINUTES (Regular) 10/5/92 AYES: MEMBERS: Breiner, Cohen, Shippey, Thayer & Chairman Boro NOES: MEMBERS: None ABSENT: MEMBERS: None 3. REPORT ON BASELINE RUNOFF CONTROL PROGRAM (PW) - File R-54 x (SRCC) 4-4-6 x 11-4 x Member Shippey asked why the County was missing the deadline of September 1, 1992, for this baseline report and what affect this will have on the whole process? Assistant Executive Director (Public Works) Bernardi responded that included with the staff report is a letter, dated September 8, 1992, to Dale Hopkins, California Regional Water Quality Control Board, which will serve as the first annual report. He stated in this letter they have explained they are working on setting up the whole baseline program and that, while staff has not completed the program as required, they have done a lot of work which will be put together in the final program. He noted that on Page 2 of this letter, there are a number of statements that support their contention and the Water Board staff has accepted this as the City's first report. Member Shippey then asked if the Agency will have the report by this time next year and Mr. Bernardi responded it will be available in approximately six months. Member Shippey moved and Member Thayer seconded, to adopt the Resolution. RESOLUTION NO. 92-27 -AUTHORIZING THE USE OF STORM DRAINAGE MASTER PLAN FUNDS TO FUND LOCAL SHARE OF COUNTYWIDE BASELINE URBAN CONTROL PROGRAM (Payable to MSLA JPA in the amount of $10,633.07) AYES: MEMBERS: Breiner, Cohen, Shippey, Thayer & Chairman Boro NOES: MEMBERS: None ABSENT: MEMBERS: None There being no further business, the meeting was adjourned at 8:05 PM.
