A RESOLUTION OF THE SAN RAFAEL CITY COUNCIL ACCEPTING A
GRANT TO THE SAN RAFAEL FIRE DEPARTMENT FROM KAISER
HOSPITAL IN THE AMOUNT OF $137,500 AND AUTHORIZING PLACEMENT
OF THE DONATION INTO A SPECIAL FUND FOR THE PURCHASE FOUR 12
LEAD HEART MONITORS, PLUS CONSUMABLES AND MAINTENANCE
WHEREAS, the San Rafael Fire Department provides paramedic service to
residents and visitors in the City of San Rafael under guidance of a Medical Director and
a Continuous Quality Improvement Officer; and
WHEREAS, the Fire Department and Kaiser Hospital have always had a long
standing and positive working relationship to assist the public in which Kaiser Hospital
Emergency Room Physician Dr. Vickie Martinez is the Medical Director and Kaiser
Emergency Room Nurse Liz Froneberger is the Continuous Quality Improvement Officer
and Medical Trainer for the City of San Rafael Fire Department; and
WHEREAS, emergency angioplasty has become a trusted alternative to
immediate heart surgery based upon the information provided by patient assessment from
paramedics using 12 lead heart monitors in the field; and
WHEREAS, Kaiser Hospital San Rafael is preparing to complete a cardiac
catheterization lab which will be prepared to carry out emergency angioplasty as an
alternative to surgery; and
WHEREAS, the heart monitors currently in use by the San Rafael Fire
Department do not have 12 lead capability; and
WHEREAS, the 12 lead heart monitors are extremely expensive and the City is
not currently in the position to fund them, therefore Kaiser Hospital is providing a Grant
of $137,500 to the City of San Rafael Fire Department to purchase four of these
specialized monitors with sufficient funds to maintain them for the first year.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
San Rafael accepts this Grant from Kaiser Hospital and authorizes the City Manager to
authorize a fund for the purchase of four 12 lead heart monitors plus consumable
equipment and maintenance.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that
the foregoing Resolution was duly and regularly introduced and adopted at a regular
meeting of the San Rafael City Council held on Tuesday, the 17Th of January, 2006, by
the following vote to wit:
