RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
ESTABLISHING THE PICKLEWEED ADVISORY BOARD UNDER THE
PICKLEWEED ADVISORY BOARD GUIDELINES AND POLICY
WHEREAS, on June 21, 1982 the City of San Rafael entered into an Agreement with the Canal
Community Alliance for joint use of the Pickleweed Park Community Center; and
WHEREAS, the Agreement was amended in 1984, 1992, and December 1997; and
WHEREAS, the Agreement included the provision for a citizen's advisory group, the Pickleweed
Advisory Board; and
WHEREAS, the Agreement was terminated on June 30, 2006 due to new Use Policies for the
Pickleweed Park Community Center; and
WHEREAS, there is desire to continue the service of the Pickleweed Advisory Board, and
WI IEREAS, the Park and Recreation Commission approved and recommended the Pickleweed
Advisory Board Guidelines and Policy June 15, 2006,
NOW THEREFORE BE IT RESOLVED that the San Rafael City Council Establishes the
Pickleweed Advisory Board under the Pickleweed Advisory Board Guidelines and Policy.

foregoing Resolution was duly and regularly introduced and adopted at a regul meeting of the
City Council of said City held on Monday, the 17th day of July, 2006 by the following vote, to

PICKLEWEED ADVISORY BOARD
GUIDELINES AND POLICY
MISSION
Pickleweed Park Advisory Board is a community policy group committed to representing and
championing Canal residents' needs and wishes for programs and services.
ROLES, RESPONSIBILITIES AND DUTIES
A. The responsibilities and duties of the Board shall be limited to:
1. The Board shall review and makes recommendations on policies governing use of the
community center in accordance with the mission of the San Rafael Community Services
Department.
2. Review and make recommendations on applications for Use Agreements for Co -Sponsored
Programming at the community center in accordance with the mission of the San Rafael
Community Services Department. The Board has authority to accept or reject applications.
Appeals may be made to the San Rafael Parks and Recreation Commission
3. Prepare and submit to the City Council the Park and Recreation Commission and the
community an annual public report on the use of the Pickleweed Park & Community
Center.
4. The Board will work with individuals, formal and informal neighborhood groups,
organization, agencies and institutions towards the betterment of the Canal community.
B. The Board shall have not authority to direct, nor shall it direct, City staff or officials.
BOARD STRUCTURE:
A. Ai)Dointments
1. The City Council or designee shall make appointments to the Pickleweed Advisory Board.
2. The Board will establish a Membership Recruitment Subcommittee. This committee will
conduct outreach in the community and encourage applicants to apply. The full Board will
interview all candidates and send recommendations on appointments to the Park & Recreation
Commission. The Park & Recreation Commission will interview all candidates and send
recommendations to the City Council for appointment.
3. The Pickleweed Advisory Board shall be composed of up to fifteen (15) members, but no
less than nine (9) members. Board members as of 7/06 shall have their seats on the Board
retained for the first series of terms.
B. Qualification Standards
1. Members of the Board shall be at least 16 years of age and reside within the Canal
neighborhood. The Board may not include any employee or official of the City, or any vendor,
contractor or consultant doing business with the City.
2. Two seats on the Board will be available for persons residing outside of the Canal
neighborhood.
C. Term
Board members shall serve for a term of four years. Member's terms are to be staggered. At
the Board's first meeting, members will draw lots to select four members to serve a two-year
term, the remaining members will serve a full four year term.
D.. Chair and Vice -Chair or Co -Chair
The Board shall elect the initial Chair and initial Vice -Chair, or may elect to appoint Co -Chairs.
Thereafter, the Board shall elect a Chair and a Vice -Chair or Co -Chairs at the annual meeting.
E. Compensation
The Board members shall serve without compensation.
F. Meetings
1. The Board shall conduct at least ten meetings a year.
2. Special meetings may be called by the Board chair. Special meetings may also be called by
Board members if one-third or more of the Board membership petition the chair for a
special meeting.
3. All meetings shall be noticed and shall be open to the public in accordance with the Ralph
M. Brown Act, Government Code Section 54950 et seq. and is agendized three days prior
to the meeting. Each member of the Board will be given a current copy of the Ralph M.
Brown Act.
4. A simple majority of the Board members shall constitute a quorum for the transaction of
any business.
G. Annual Meeting
The date for the annual meeting shall be set forth by the Board. The Board will also set the
time and place.
H. Vacancies and Removal
The Board may recommend to the City Council the removal of any Board member with a
majority vote for excess absences at Board meetings. Upon a member's removal, his or her seat
shall be automatically deemed vacant.
I. City Support
The City shall provide to the Pickleweed Advisory Board necessary technical and
administrative assistance as follows:
1. Preparation, provision and posting of public notices as required by the Brown Act and in the
same manner as noticing City Council meetings.
2. Provision of a meeting room, including any available City audio/visual equipment.
3. Provision of meeting materials, such as agendas, minutes and supporting reports.
4. Retention of Board records.
5. Properly staff all Board meetings.
6. Provide language interpretation services as needed.
10. Termination of Board
The Pickleweed Advisory Board may be terminated by action of the City Council.
