A RESOLUTION APPROVING REORGANIZATION OF FINANCE
DEPARTMENT
WHEREAS, the City of San Rafael's Financial Policies state "It is the policy of the
San Rafael City Council to be prudent, careful and open regarding the City's financial
resources "; and
WHEREAS, being prudent with the City's financial resources requires providing
resources necessary to administer the appropriate controls, stewardship and information
regarding the City's budget and finances in order to serve the residents and businesses in
the City of San Rafael, and
WHEREAS, the City Manager and key staff routinely examine the best practices of
how to establish and deliver the various administrative functions that provide both direct
public services as well as critical support to the operating Departments of our City; and
WHEREAS, the City Manager has recommended that the Management Services
Department remain in place, which includes the Human Resources, Information
Technology, Parking Services and Emergency Services divisions, in order to ensure
adequate attention and resources are given to these functions; and

NOW, THEREFORE, BE IT RESOLVED, the San Rafael City Council:
1. The Finance Department be established as a stand alone Department, and
continue to provide the treasury, budgeting, auditing, accounting and financial
management services required as the City conducts its business.
2. The position of Finance Director be established, and simultaneously that the
position of Finance Manager be eliminated, effective November 1, 2006.
3. Where so defined in State Law or Statute, local ordinance or other governing
documents, the Finance Director shall serve as the City's chief financial officer and
treasurer.
4. The 2006-2007 General Fund budget appropriations are increased by $118,100 in
order to provide the proper levels of full time staffing, part time assistance, training
and one time professional services in order to accomplish the many finance duties,
tasks, mandates and projects.

resolution was duly and regularly introduced and adopted at a regular meeting of the City
Council of said City held on Monday the 6t' day of November, 2006, by the following vote, to
wit:
