RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
ACCEPTING MARIN COMMUNITY FOUNDATION FUNDS IN THE AMOUNT
OF $60,000 FOR SUPPORT OF THE MENTAL HEALTH LIAISON PROJECT
AND AUTHORIZING A MATCHING $60,000 SCHOLARSHIP FUND FOR
POLICE OFFICERS TO OBTAIN ADVANCED TRAINING IN THE MENTAL
HEALTH FIELD
Whereas, the Board of Directors of Marin Community Foundation approved a
grant of $60,000 to the City of San Rafael Police Department for Fiscal Years
01-02 and 02-03; and,
Whereas, the Marin Community Fund directed that this money be spent for
support of the Mental Health Liaison Project to offset the salary costs of the
Mental Health Liaison Officer, Doctor Joel Fay; and,
Whereas, the Marin Community Foundation has conditioned this grant with the
requirement that the San Rafael Police Department appropriate $60,000 over the
same two (2) year period, into a scholarship fund for police officers to receive
advanced training in mental health issues; and,
Whereas, the Marin Community Foundation has required that the City of San
Rafael provide written documentation evidencing its commitment to match the
MCF grant funds with City funds of $60,000 for scholarships for police officer
advanced training in the mental health field;
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of San
Rafael does hereby:
1. accept $60,000.00 grant funds from the Marin Community Foundation
for salary costs associated with the Mental Health Liaison Officer, Doctor Joel
Fay for fiscal years 01-02 and 02-03; and,
2. appropriates $60,000.00 of general fund monies for the establishment
of scholarship funds for police officer advanced training in the mental health field
for the fiscal years 01-02 and 02-03; and
3. authorizes the City Manager to execute all documents necessary to
accomplish these actions.
I, Jeanne M. Leoncini, Clerk of the City of San Rafael, hereby certify that the
foregoing resolution was duly and regularly introduced and adopted at a regular
meeting of the San Rafael City Council meeting held on the 22nd day of
January, 2002 by the following vote, to wit:

NOES: COUNCILMEMBERS: None
ABSENT: COUNCILMEMBERS: Mayor Boro
