RESOLUTION OF THE SAN RAFAEL CITY COUNCIL ADOPTING A MITIGATED
NEGATIVE DECLARATION AND MITIGATION MONITORING AND REPORTING
PROGRAM AND APPROVING THE PICKLEWEED COMMUNITY CENTER
EXPANSION CONCEPTUAL PLAN

BE IT RESOLVED by the Council of the City of San Rafael as follows:
WHEREAS, the community use of the Pickleweed Community Center has increased
beyond the capacity of the existing facility; and
WHEREAS, the Canal community identified needs unmet by the existing facility; and
WHEREAS, a Pickleweed Community Center Expansion Conceptual Plan was
developed to expand the community center building in response to increased use and to provide
expanded programs and activities without eliminating existing facilities or programs. The
existing 11,450 square foot building would be repaired, renovated and expanded with a 12,140
square foot addition. The combined facility would include a computer lab, art room, expanded
library and learning center, Multi purpose room with a kitchen, gymnasium for indoor sports and
events, a teen center, classroom/meeting rooms, expanded exterior decks, an entry plaza, foyer,
lobby/lounge area, reception area and two staff offices, restrooms, storage and maintenance
space, reconfigured and increased parking lot and landscaping; and
WHEREAS, consistent with the requirements of the City of San Rafael Environmental
Assessment Procedures and the provisions of the California Environmental Quality Act (CEQA),
an Initial Study was prepared finding that the proposed project would not result in significant
environmental effects in that mitigation measures would mitigate potential adverse impacts to
less -than significant; and
WHEREAS, consistent with the provisions of CEQA, a Mitigation Monitoring and
Reporting Program has been prepared to implement the project mitigation measures and to
accompany the Mitigated Negative Declaration; and
WHEREAS, pursuant to California Government Code Section 15072 a notice of intent
to adopt the Initial Study/Mitigated Negative Declaration was: a) posted on the site and off site in
the surrounding area; b) provided to the County Clerk; and c) mailed to appropriate agencies,
organizations, and special interest groups; and
WHEREAS, pursuant to California Government Code Section 15105(b), copies of the
Initial Study/Mitigated Negative Declaration were made available for a 20 day review period by
pertinent agencies and interested members of the public, commencing on March 20, 2002; and
WHEREAS, the custodian of documents which constitute the record of proceedings
upon which this decision is based is the Community Services Department; and
WHEREAS, on April 15, 2002, the City Council held a public hearing on the proposed
Initial Study/Mitigated Negative Declaration, accepting public testimony and the written report
of the Community Services Department.
NOW, THEREFORE, BE IT RESOLVED, that the San Rafael City Council adopts the
Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program as presented
in Exhibit "A" attached to this resolution based on the findings that:
1. The City Council exercised its independent judgement in evaluating the Mitigated Negative
Declaration and the Mitigated Negative Declaration has been considered in conjunction with
comments received during the public review period and at the City Council hearing. Based
on this review, the City Council has determined that: 1) there is no substantial evidence that
the project will have a significant impact on the environment; and 2) revisions have been
made to the project and have been included in the project as mitigation measures which
reduce the potential impacts to a less -than -significant level.
2. A Mitigation Monitoring and Reporting Program has been prepared to ensure implementation
of and compliance with all measures required to mitigate all impacts to less -than -significant
levels.
BE IT FURTHER RESOLVED, that the City Council of the City of San Rafael does
hereby approve the Pickleweed Community Center Expansion Conceptual Plan.

foregoing resolution was duly and regularly introduced and adopted at a regular meeting of the
Council of said City held on the 15th day of April, 2002, by the following vote:
