HomeMy WebLinkAboutCC Resolution 11133 (Purchae Parking Access & Revenue Control Systems)RESOLUTION NO. 11133 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE CITY MANAGER, PURSUANT TO SRMC SECTIONS 2.55.190 & 2.55.2009 TO CONTRACT FOR THE PURCHASE OF PARKING ACCESS AND REVENUE CONTROL SYSTEMS (PARCS) AND SERVICES BY USE OF COMPETITIVE NEGOTIATION THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows: The City Council finds that the use of competitive sealed bids is not practical or advantageous to the City and authorizes the CITY MANAGER, on behalf of the City of San Rafael, to contract for the purchase of the Parking Access and Revenue Control Systems by use of competitive negotiation, as set forth in San Rafael Municipal Code sections 2.55.190 & 2.55.200. I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted at a regi lar meeting of the City Council of said City held on Monday, the 15`h day of July, 2002, by the following vote, to wit: AYES: COUNCILMEMBERS: Cohen, Heller, Miller, Phillips & Mayor Boro NOES: COUNCILMEMBERS: None ABSENT: COUNCILMEMBERS: None JEAt 1M M LEONCINI, City Clerk CRY OF Management Services Parking Services Division Interoffice Communication July 10, 2002 TO: Mayor Al Boro and the City Council ofSan Rafa 1 FROM: Chad Lynn, Parking Services Manager SUBJECT: Parking Access and Revenue Control Systems Pursuant to section 2.55.190 of the San Rafael Municipal Code, when the City's purchasing agent determines in writing that the use of competitive sealed bid is not practical or advantageous to the City, the City Council may authorize the City Manager to contract for or purchase supplies, materials, equipment or services by use of competitive negotiation. The Parking Services Manager, as the designated purchasing agent for the Parking Access and Revenue Control Systems, has made such a determination and recommends the use of competitive negotiation pursuant to section 2.55.200 of the San Rafael Municipal Code to contract for the purchase of Parking Access and Revenue Control Systems for the following reasons: Features / Functionality / Price • Competitive negotiation allows the City the flexibility to choose or eliminate features and that will serve the City's best interests. • The City may wish to add/delete functions based on the various vendor prices and performance. 2. Choice of Operations Platform Service Since each manufactures' software is proprietary, the City may exercise it's own judgment based on simplicity and ability to train employees on the new system. The City must develop a long-term service relationship with the vendor selected for this contract. Competitive negotiation allows the City the flexibility to choose vendors it feels are better able to service the equipment in a timely, efficient manner.
