Clerk of the Council of said City, do hereby certify that the foregoing Charter
Ordinance No. 1703 entitled:
'AN ORDINANCE OF THE CITY OF SAN RAFAEL AMENDING CHAPTER 2.55 OF THE
SAN RAFAEL MUNICIPAL CODE, TO ADD SUBSECTION 'E' TO SECTION
2.55.070, TO AMEND SECTION 2.55.010, AND TO AMEND SECTION 2.55.170,
'PURCHASING POLICY' (Re: Preference for Local Vendors, Suppliers,
and Businesses'
is a true and correct copy of an Ordinance of said City and was introduced at a
REGULAR meeting of the City Council of the City of San Rafael, held on the 4th day
of NOVEMBER, 1996, published as required by City Charter in the MARIN INDEPENDENT
JOURNAL, a newspaper published in the City of San Rafael, and passed and adopted as
an ordinance of said City at a REGULAR meeting of the City Council of said City held
on the 18th day of NOVEMBER, 1996, by the following vote, to wit:
AYES: COUNCILMEMBERS: Cohen, Heller, Miller, Phillips and Mayor Boro
NOES: COUNCILMEMBERS: None
ABSENT: COUNCILMEMBERS: None

ORDINANCE NO. 1703
AN ORDINANCE OF THE CITY OF SAN RAFAEL
AMENDING CHAPTER 2.55 OF THE SAN RAFAEL
MUNICIPAL CODE, TO ADD SUBSECTION "E" TO
SECTION 2.55.070, TO AMEND SECTION 2.55.010,
AND TO AMEND SECTION 2.55.170,
"PURCHASING POLICY" (Re: Preference for Local
Vendors, Suppliers, and Businesses)
The City Council of the City of San Rafael does hereby ordain as follows:
SECTION 1. Chapter 2.55, "Purchasing Policy" of the San Rafael
Municipal Code is hereby amended to add a sentence to the middle of section 2.55.010, to
read as follows:
"...It is the intent of the City, within the restriction of
federal, state and local laws and regulations, to encourage
the participation of, and the use of local vendors, suppliers
and businesses, in the City's purchasing process..."
SECTION 2. Chapter 2.55, "Purchasing Policy" of the San Rafael
Municipal Code is hereby amended to add subsection "E" to section 2.55.070, to read as
follows:
"E. In advertising or soliciting bids under the provisions of
this Chapter, the Purchasing Agent shall identify, solicit, and
consider vendors, suppliers, and businesses located within
the City of San Rafael."
SECTION 3. Chapter 2.55, "Purchasing Policy" of the San Rafael
Municipal Code is hereby amended to add a sentence to the end of section 2.55.170, to
read as follows:
"In the event of tie bids, if one bid is from a bidder located
within the City of San Rafael, the awarding authority shall
accept the bid from the local bidder."
SECTION 4. This ordinance shall be published once in full before its final
passage, in a newspaper of general circulation, published and circulated in the City of San
Rafael, and shall be in full force and effect thirty (30) days after its final passage.

The foregoing Ordinance No. 17 Q3 was read and introduced at a Regular
Meeting of the City Council of the City of San Rafael, held on the 4`" day of November,
1996, and ordered passed to print by the following vote to wit:
AYES: Councilmembers: Cohen, Heller, Miller, Phillips & Mayor Boro
NOES: Councilmembers : None
ABSENT: Councilmembers : None
and will come up for adoption as an Ordinance of the City of San Rafael at a Regular
Meeting of the Council to be held on the 18'h day of November, 1996.
