RECOMMENDATION: Staff recommends that the City Council adopt a resolution waiving formal bidding procedures and authorizing the City Manager to complete the purchase from MarinIT, Inc. BACKGROUND: The City's Information Technology Division (IT) currently uses Compellent storage area network (SAN) equipment, manufactured by Dell, Inc., to provide general purpose computer network storage services for all City departments. The Compellent SAN environment is currently made up of three systems located at the City Hall and Morphew facilities. One of the systems in City Hall is dedicated to the secure Police Department part of the network while the other two systems support all other departments. The Compellent SANS provide integrated services that are critical to network operation and in particular to systems such as RIMS in the Police Department, VisionFire in the Fire Department, CRW for building permits, HdL for business licenses, and GIS in Public Works. Most of the current Compellent SAN equipment was purchased in 2008, installed for the City by consultants from MarinIT, Inc., and has been in nearly continuous operation since then. The systems have become outdated over time, with several hard drives failing (and necessitating replacement) in the last year as a result of normal wear and tear. SAN performance has also decreased as additional software systems have been implemented and departments have increased their data storage requirements. Since the Compellent SANs were originally designed to operate for 5-8 years, we are now at the point where proactive upgrades and hardware replacements are essential. ANALYSIS: IT has analyzed the current Compellent SAN environment, with help from Dell and MarinIT engineers, and determined that several major components are in need of replacement to ensure continued operation. Also, additional storage capacity is needed to prepare for systems that the City anticipates will be implemented in the next 12-18 months. Since the current SAN environment is based on Dell Compellent equipment, replacing the current systems with the latest versions of similar equipment is an optimal solution. IT is already familiar with the operation of Compellent devices and would only have a slight learning curve by using newer Compellent equipment. The transition from old SAN devices to new ones, from the same manufacturer, would also be aided by vendor support personnel that are familiar with both sets of devices. Plus, some of our existing Compellent devices would be available for re -use as part of the migration plan. FOR CITY CLERK ONLY File No.: Council Meeting: Disposition: SAN RAFAEL CITY COUNCIL AGENDA REPORT Paee: 2 After taking the current situation into account, IT also identified potential growth based on experiences over the last 5 years as well as the needs of systems currently being considered as part of the ongoing Information Technology Roadmap process. These projections did not, however, cover requirements for specialized systems that require dedicated storage (such as the body worn camera system currently being evaluated by the Police Department). IT next asked Dell to develop a technical solution that would include new control devices with the proper amount of storage required to meet short-term needs while also giving us the flexibility to add additional storage in the long-term as new software systems are identified for implementation. Dell partnered with MarinIT to ensure the correct configurations were recommended for the City's environment and to provide their lowest available pricing. Attachments 2 through 4 outline the detailed equipment items that Dell and MarinIT have recommended for use at the City Hall, Police, and Morphew locations. The current cost estimates total just over $250,000. Staff is requesting approval to spend an amount not to exceed $270,000 in order to cover any adjustments to tax or shipping charges. We would like to complete the purchase in April, to take advantage of Dell's pricing offer and to begin implementing the new systems in May. As part of the procurement process, staff has not used competitive bidding procedures as stipulated in San Rafael Municipal Code section 2.55.070. However, due to staff's preference that the City continue to use Compellent SAN equipment for the reasons stated above, we believe there are valid reasons to justify the City Council's waiver of competitive bidding pursuant to San Rafael Municipal Code section 2.55.070(D) and authorization of a sole -source purchase from MarinIT. In addition to the purchase of the network storage equipment, staff is requesting authorization to spend up to $76,000 in services related to the IT Roadmap, as well as servers and terminals for the Police Department and Library. FISCAL IMPACT: Sufficient funding is available in Fund 601, the Computer Replacement Program, to cover the maximum $270,000 expected to purchase new Compellent SAN devices, as well as the additional $76,000 in other services and equipment upgrades. This is part of the funding approved by the City Council at the end of FY 2012-2013 to cover upgrades to the City's technology environment. OPTIONS: 1. Adopt resolution, as written, and proceed with purchase of new Compellent SAN equipment. 2. Direct staff to follow a different approach for procurement of new network storage equipment. 3. Direct staff to not proceed with the purchase at this time. AT A COST NOT TO EXCEED $270,000 WHEREAS, the City desires to purchase new computer network storage equipment to replace similar equipment currently in use by the City; and WHEREAS, updated versions of the current equipment in use by the City is manufactured by Dell, Inc., and is sold exclusively through Dell purchasing channels; and WHEREAS, Dell has partnered with MarinIT, Inc., to ensure configuration design and offer the best available pricing; and WHEREAS, the City wishes to complete a purchase from MarinIT for the desired equipment; and WHEREAS, the City Council finds that valid reasons exist to waive competitive bidding pursuant to San Rafael Municipal Code Section 2.55.070(D) for the reasons set forth in the accompanying Staff Report supporting this Resolution; and WHEREAS, the City has a need for additional services and equipment purchases necessary to improve technology infrastructure, and these purchases are estimated not to exceed $76,000. NOW, THEREFORE, IT IS HEREBY RESOLVED that (1) the Council does hereby waive the formal bidding procedures outlined in San Rafael Municipal Code Section 2.55.070; and (2) the Council authorizes the City Manager to complete a sole -source purchase from MarinIT, Inc., for the desired computer network storage equipment for a total cost not to exceed $270,000, with funds to be appropriated from the Computer Replacement internal service fund.
