RECOMMENDATION: Adopt Plans and Specifications. BACKGROUND: The Street Resurfacing American Recovery and Reinvestment Act (ARRA) 2009 project targets two collector and two arterial streets throughout the City of San Rafael for resurfacing. The streets to be repaired are: Kerner Boulevard from Bellam Boulevard to Canal Street, Las Gallinas Avenue from Montevideo Way to Lucas Valley Road, Nova Albion Way from Las Gallinas Avenue to Northgate Drive, and Smith Ranch Road from Old Redwood Highway to Silveira Parkway. The City expects to receive $989,000 from the President's Economic Stimulus Program, which will be spent on this street resurfacing project that is currently at Caltrans awaiting approval to proceed. There are constraints on the Economic Stimulus money such as having to award the project within 75 days and that the money can only be spent on arterial or collector streets. In order to comply with the requirements, Caltrans has requested that the projects be streamlined in order for them to review the projects coming to them from all of the cities and counties in their districts within the time constraints. In order to streamline the Caltrans review process, two projects were put out to bid to prepare for this street resurfacing project. The "Deep Lift Asphalt Repairs" project, formally bid, repaired the street failures and another project "Street Resurfacing 08/09 — ADA Curb Ramps", informally bid, constructed the ADA required curb ramps on the two arterial and two collector streets. These two projects were submitted to Caltrans for informational purposes only since they were funded with local funds and will not require Caltrans oversight. SAN RAFAEL CITY COUNCIL AGENDA REPORT / Pa2e: 2 The plans and specifications for the Street Resurfacing ARRA 2009 project have been signed and approved by the City Engineer and a copy is available at the City Clerk's Office for review. ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go out to bid and the construction of the project to begin. Construction is anticipated to start in June of 2009 and finish in September 2009. Due to the large scale of the project, a full-time construction inspector is necessary. FISCAL IMPACT: The estimate for the construction and inspection of the project is $2.5 million. Staff will request funding allocation after the construction bids are opened. ACTION REQUIRED: Adopt plans and specifications for the Street Resurfacing ARRA 2009 project No. 11108, and authorize the City Clerk to call for bids.
