I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, and
Ex -officio Clerk of the Council of said City, do hereby certify that
the foregoing Charter Ordinance No. 1443 entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AMENDING
VARIOUS SECTIONS OF THE SAN RAFAEL MUNICIPAL CODE TITLE 14 CONCERNING
OFF-STREET PARKING AND LOADING
is a true and correct copy of an ordinance of said City and was
introduced at a regular meeting of the City Council of the City of
San Rafael, held on the first day of November, 1982, published as
required by City Charter in the San Rafael News/Pointer, a newspaper
published in the City of San Rafael, came up for adoption as an ordinance
of the City of San Rafael at a regular meeting of the Council on the
sixth day of December, 1982, was amended and ordered passed to print
as amended; and adopted as an ordinance of said City at a regular
meeting of the City Council of said City held on the twentieth day of
December, 1982, by the following vote, to wit:
AYES: COUNCILMEMBERS: Frugoli, Jensen, Miskimen & Mayor Mulryan
NOES-: COUNCILMEMBERS: None
ABSENT: COUNCILMEMBERS: Breiner

ORDINANCE NO. 1443
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL AMENDING VARIOUS SECTIONS OF THE SAN RAFAEL
MUNICIPAL CODE TITLE 14 CONCERNING OFF-STREET PARKING
AND LOADING
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DO ORDAIN AS FOLLOWS:
DIVISION 1. Chapter 14.13 Off -Street Parking and Loading
is hereby amended as follows:
Add Section 14.13.130(e) to read:
General public buildings,
administrative or professional
offices, savings and loans,
finance companies outside
the downtown parking assessment
district
3.0 spaces for each
1,000 square feet of
gross area
a. For projects between
30,000 and 50,000
gross square feet,
increased require-
ment of up to 3.3
spaces for each
1,000 square feet
may be required
based upon Planning
Director review of
the specific type
of office tenancy,
floor plan config-
uration, and special
project character-
istics which affect
parking demand; and
b. For projects in
excess of 50,000
gross square feet,
increased require-
ment of up to 4.0
spaces for each
1,000 square feet
may be required
based upon Planning
Director review of
the specific type
of office tenancy,
floor plan config-
uration, and
special project
characteristics
which affect park-
ing demand.
Add the following new section (c) to 14.13.140 (between
existing sub -sections (b) and (c)):
Retail sales (non -bulky items) Four spaces for each
outside the downtown parking 1,000 square feet of
assessment district gross area
Add the following new section (e) to 14.13.140 (between
existing sub -sections (c) and (d)):
Shopping centers or groups of Four spaces for each
stores over 20,000 square feet 1,000 square feet of

and reletter sub -sections (a) through (i).

Add Section 14.13.160(b) to read (and reletter sections
(b) and (c) to (c) and (d)):
Manufacturing processing One space for each
establishments outside 500 square feet of
the downtown parking gross area
assessment district
DIVISION 2. If any section, subsection, sentence, clause
or phrase of this Ordinance is for any reason held to be invalid,
such decision shall not affect the validity of the remaining por-
tions of this Ordinance. The Council hereby declares that it would
have adopted the Ordinance and each section, subsection, sentence,
clause or phrase thereof, irrespective of the fact that any one or
more sections, subsections, sentences, clauses or phrases be
declared invalid.
DIVISION 3. This Ordinance shall be published once in full
before its final passage in a newspaper of general circulation,
published and circulated in the City of San Rafael, and shall be in
full force and effect thirty (30) days after its final passage.

San Rafael, held on the 1st day of November , 1982, and

NOES: COUNCILMEMBERS: None
ABSENT: COUNCILMEMBERS: None
and will come up for adoption as an Ordinance of the City of
San Rafael at a regular meeting of the Council to be held on the
20th day of December 1982.
