Title 3, Chapter 3.22, Section 3.22.020 of the San Rafael Municipal Code is hereby amended and shall read as follows: 3.22.020 Imposition. There is imposed on each deed, instrument or writing by which any lands, tenements, or other realty sold within the city shall be granted, assigned, transferred or otherwise conveyed to, or vested in, the purchaser or purchasers, or any other person or persons, by his or their direction, when the consideration or value of the interest or property conveyed (exclusive of the value of any lien or encumbrances remaining thereon at the time of sale) exceeds one hundred dollars, a tax at the rate of fifty cents: ($ .50) for each five hundred dollars or franctional part thereof. DIVISION 2. An urgency ordinance is hereby determined to be valid in that this tax shall be used to support the police and fire services within the community. DIVISION 3. If any section, subsection, sentence, clause, or phrase of this Ordinance is for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of this Ordinance. The Council hereby declares that it would have adopted the Ordinance and each section, subsection, sentence, clause, or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, or phrases be declared invalid. y1 � ",• �• ��T" �ry F.
