ORDINANCE NO. 1320
AN URGENCY ORDINANCE OF THE CITY OF SAN RAFAEL AMENDING
TITLE 5, CHAPTER 5.60, SECTION 5.60.068, TEN HOUR PARKING
METER ZONES, AND SECTION 5.60.070, TWO HOUR PARKING
METER ZONES BY ADDING THERETO ADDITIONAL PARKING LOT FACILITIES
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DO ORDAIN AS FOLLOWS:
DIVISION 1. Chapter 5.60 of Title 5, Section 5.60.068 is hereby amended
adding the following parking as a facility.
Section 5.60.068: Ten hour parking meter zones.
(d) one-half of the parking meters in the lot situated on
the northeast corner of Second and C Streets and bounded by the blocks of B
and C and Second and Third Streets.
(e) one-half of the parking meters in the lot situated on
the northeast corner of Third and C Streets and bounded by the blocks of B and
C and Third and Fourth.
DIVISION 2. Chapter 5.60 of TITLE 5, Section 5.60.070 is hereby amended
by adding the following parking as a facility:
Section 5.60.070: Two hour parking meter zones.
(d) one-half of the parking meters in the lot situated on
the northeast corner of Second and C Streets and bounded by the blocks of B
and C and Second and Third Streets.
(e) one-half of the parking meters in the lot situated on
the northeast corner of Third and C Streets and bounded by the blocks of B and
C and Third and Fourth Streets.
(f) Seventeen (17) parking meters in the lot situated on
the north side of Second Street bounded by D and E Streets (formerly 1412
Second Street).
DIVISION 3. This Ordinance is an Urgency Ordinance for the immediate
preservation of the public peace, health or safety within the meaning of the
Government Code Section 25123 and shall go into effect immediately. The facts
constituting such necessity are: Recent development has produced increased
traffic, aggravating a present deficiency in short-term commercial parking. By
adding these meters this situation will be substantially improved.
DIVISION 4. If any section, subsection, sentence, clause or phrase of
this Ordinance is for any reason held to be invalid, such decision shall not
affect the validity of the remaining portions of this Ordinance. The Council
hereby declares that it would have adopted the Ordinance and each section,
subsection, sentence, clause, or phrase thereof, irrespective of the fact that

any one or more sections, subsection, sentences, clauses, or phrases be
declared invalid.

The above and foregoing Ordinance No. 1320 was adopted as an
Urgency Ordinance of the City of San Rafael at a regular meeting of the
City Council of San Rafael held on the 2nd day of January 1979,
by the following vote, to wit:
