IN THE COUNCIL CHAMBERS OF THE CITY OF SAN RAFAEL, TUESDAY, NOVEMBER 14,
1989 AT 6:30 PM.
Special Meeting: Present: Lawrence E. Mulryan, Mayor
San Rafael City Council Albert J. Boro, Councilmember
Dorothy L. Breiner, Councilmember
Gary R. Frugoli, Councilmember
Joan Thayer, Councilmember
Also Present: Pamela J. Nicolai, City Manager; Jeanne M. Leoncini,
City Clerk.
1. RESOLUTION DECLARING CANVASS OF RETURNS, ELECTION OF NOVEMBER 7,
1989 (CC) - File 9-4 x 9-4.1 x 9-1
The following were elected:
Dorothy L. Breiner and Michael A. Shippey elected as Councilmembers
for a full term of 4 years each.
Councilmember Dorothy Breiner was re-elected and Michael A. Shippey
replaces Gary R. Frugoli, who was defeated.
Members of the San Rafael Board of Education were elected as follows:
David Capitolo re-elected and Harry Holland elected for a full term
of 4 years each.

GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER
7, 1989

II. RESOLUTION OF APPRECIATION FOR COUNCILMEMBER GARY R. FRUGOLI - File

RESOLUTION NO. 8086 - RESOLUTION OF APPRECIATION TO COUNCILMEMBER
GARY R. FRUGOLI
AYES: COUNCILMEMBERS: Boro, Breiner, Thayer & Mayor Mulryan
NOES: COUNCILMEMBERS: None
ABSENT: COUNCILMEMBERS: None
ABSTAINED: COUNCILMEMBERS: Frugoli
Mayor Mulryan presented Councilmember Frugoli with the Resolution
of Appreciation, commending him for his dedication to the citizens
of the City of San Rafael and thanking him for his 8 years of service.
County Supervisor Robert Roumiguiere commended Councilmember Frugoli
for his service to the City of San Rafael.
III. SWEARING-IN CEREMONIES (CC) - File 9.4.1 x 9-1
City Clerk Leoncini administered the oath of office to re-elected
Councilmember Dorothy L. Breiner.
Councilmember Dorothy L. Breiner signed Affirmation Oath regarding
Confidentiality of Closed Sessions.
Councilmember Thayer read a letter from newly -elected Councilmember
Michael A. Shippey who was unable to attend tonight's meeting due
to a trip that he and his wife had planned and scheduled far in advance,
even before he entered the Council race. In it he thanked the citizens
of San Rafael for electing him.
City Clerk Leoncini then administered the oath of office to re-elected
School Board Member David Capitolo, and newly elected School Board
member Harry Holland.

The City Council meeting was adjourned to a reception in the lobby of
City Hall.
