Special Joint Meeting: Present: Dorothy L. Breiner, Councilmember San Rafael City Council Albert J. Boro, Councilmember and San Rafael Board of Gary Frugoli, Councilmember Education Absent: Lawrence E. Mulryan, Mayor Joan Thayer, Councilmember Present: David Capitolo, Board Member Gladys Gilliland, Board Member Kathy Ohm, Board Member Gary Pollock, Board Member Absent: None Also Present: Pamela J. Nicolai, City Manager; Dr. Nancy Dalton, School Superintendent; Sharon McNamee, Recreation Director; Tanya Eckert and Tracy Fitt, Student Board Members. SPECIAL JOINT MEETING OF SAN RAFAEL CITY COUNCIL AND SAN RAFAEL BOARD OF EDUCATION - File 9-2-1 The following items discussed were: 1. DISCUSSION OF PEOPLE TO PEOPLE HIGH SCHOOL STUDENT AMBASSADOR PROGRAM Dr. Nancy Dalton announced that San Rafael would be hosting Russian students, who are also scheduled to be in the Council Chambers on March 10, 1989 at 3:30 p.m. 2. ENROLLMENT PROJECTIONS Councilmembers and Board Members reviewed school enrollment projections as listed. 3. ELIGIBILITY FOR REDUCED HOUSING City Manager Pamela Nicolai explained the lottery system for affordble housing. The City will ask the Housing Authority to send materials to San Rafael and Dixie District when units are available. 4. LINDARO SITE City Manager Nicolai gave update of the project being planned for the Lindaro site. School asked to be informed about timing of any pile driving activities due to noise. 5. LIBRARY FACILITIES - CITY/COUNTY Ms. Nicolai explained status of current facility planning program for City and County library. School District asked that available school sites be considered for possible joint use in North San Rafael. 6. CBEDS DATA Dr. Dalton reviewed CBED's data. 7. REOPENING OF SAN PEDRO SCHOOL Dr. Dalton explained status of consideration of reopening San Pedro School. Current recommendations are for K-5 or 4-5. Remodeling is underway. 8. FACILITIES ADVISORY COMMITTEE ROLE AND MEMBERSHIP Dr. Dalton described the role and makeup of the Facility Advisory Committee. FACILITIES ADVISORY REPORT Facilities Advisory Report issued August 22, 1988. 10. GENERAL PLAN - AREAS OF DEVELOPMENT 11. MEASURES A, B, AND C - RE SCHOOL DISTRICTS' SPECIAL TAX ASSESSMENTS FOR EDUCATION PROGRAMS School Board briefly discussed the special tax measures scheduled for the March 7, 1989 ballot. 12. DAY CARE SERVICES Planning for day care services in future facilities was discussed. 13. ESTABLISH DATES FOR CITY/SCHOOL LIAISON COMMITTEE MEETINGS Meeting scheduled for April 11, 1989, at 7:AM at the Court House Brasserie Restaurant. 14. ESTABLISH DATE FOR JOINT SAN RAFAEL CITY COUNCIL AND SAN RAFAEL SCHOOL DISTRICT MEETING - JANUARY 1990 No action taken. There being no further business, the meeting was adjourned.
