Leoncini, City Clerk ORAL COMMUNICATIONS OF AN URGENCY NATURE: Mayor Mulryan called upon Ms. Annette Sadler -Frey, who earlier informed the City Clerk that she wanted to speak on a previous public hearing appeal matter pertaining to the removal of a closet at 29 Bradcliff Court in San Rafael. Assistant Public Works Director Strom replied that when the developer requested the time extension, the request was referred to the Planning Department for review. Planning Director Moore stated that the report pertains to the financial guarantees made for the construction of the improvements, and that the final map approval cannot be modified. Mr. Strom indicated that the year before last, a condition was placed on granting a time extension requiring the developer to make minor drainage improvements, which have been done. The neighbors have commented that the drainage works very well and that the problem has been resolved. Councilmember Breiner moved and Councilmember Nave seconded, to adopt the Resolution Extending the Time for Completion of Improvement Work in the Dominican Estates Subdivision to August 19, 1987. RESOLUTION NO. 7405 - EXTENDING TIME FOR THE COMPLETION OF IMPROVMENT WORK IN DOMINICAN ESTATES SUBDIVISION, SAN RAFAEL, CALIFORNIA (Agreement is between City of San Rafael and F.E.W. REPORT ON EXTENDING HIGHWAY 101 SOUTHBOUND HOV LANE, TEMPORARY CLOSURE OF LOS RANCHITOS ROAD ENTRANCE AT PUERTO SUELLO HILL AND FUTURE CONSTRUCTION OF A LINCOLN AVENUE CONNECTION TO LOS RANCHITOS ROAD (PW) - File 11-16 x 9-3-40 Transportation Engineer Rumsey indicated that in order for the HOV lane to be extended over the top of Puerto Suello Hill on Highway 101, CALTRANS has informed the City that this would necessitate closure of Los Ranchitos Road, and pointed out that it would probably be a minimum of six years before the Lincoln Avenue connector to Los Ranchitos Road could be built. He stated that Public Works has had verbal discussions with both the County and the State, but no commitments have been received in writing. Councilmember Breiner voiced concern about the closure of Los Ranchitos Road due to the fact that the traffic would be diverted, affecting the Civic Center and Merrydale interchanges, causing further congestion; also, that the closure should only be temporary. Mr. Rumsey responded that Los Ranchitos Road would be closed for safety reasons because during the off hours vehicles would be coming up Highway 101 at a high rate of speed and merging, and that these two factors would present a dangerous condition for vehicles coming out from Los Ranchitos Road. SECOND READING AND FINAL ADOPTION - ORDINANCE NO. 1530, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AMENDING SECTIONS 14.11.020.A-l.q, 14.12.020.E.2 and 14.12.030.A.5 OF THE SAN RAFAEL MUNICIPAL CODE TITLE 14 CONCERNING REGULATION OF NEON SIGNAGE (P1)File 10- x 125 Tne title of the Ordinance was read: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AMENDING SECTIONS 14.11.020.A.-l.g, 14.12.020.E.2 AND 14.12.030.A.5 OF THE SAN RAFAEL MUNICIPAL CODE TITLE 14 CONCERNING REGULATION OF NEON SIGNAGE" Councilmember Russom moved and Councilmember Nave seconded, to dispense with the reading, to refer to it by title only, and adopt Charter Ordinance No. 1530 by the following vote, to wit: AYES: COUNCILMEMBERS: Breiner, Nave, Russom & Mayor Mulryan NOES: COUNCILMEMBERS: None ABSENT: COUNCILMEMBERS: Frugoli 18. APPROVAL OF MEMORANDA OF UNDERSTANDING (MOUs) WITH MISCELLANEOUS EMPLOYEES: (CM) - File 7-8-1 x 7-3 City Manager Nicolai stated that the two MOU's were for the Supervisory Unit and Miscellaneous Unit and that both contracts were within the guidelines with agreements authorized by Council. The agreements are for a four percent salary increase from July 1, 1986 with two percent on March 1, 1987 and four percent on July 1, 1987 including equity adjustments for select positions on March 1, 1987. a.
