Speirs (PW) - File 3-1-1189 Approved as submitted. Approved staff recommendation to renew property insurance with Zurich American Insurance Company with a $5,000 deductible (to 2/4/87). Approved staff recommendation: SUPPORT AB 36 - State Activity Assembly Bill 036 (Floyd) Vehicle Code Violations. SUPPORT S. 185 - Federal Activity - S. 185, Highway Re- authorization. Staff to contact Senators Wilson and Cranston, as well as Senate Conference Committee members requesting support for the Marin/Sonoma (Hwy.) 101 demonstration project. Approved Insurance Consulting Associates, Inc. recommendations to accept the request for leave to present late claim and deny claim. Approved Insurance Consulting Associates, Inc. recommendations for denial of claims. 7. PUBLIC HEARING - P86-7; APPEAL OF PLANNING STAFF'S DECISION NOT TO ACCEPT APPLICATIONS FOR A 40 UNIT CONDOMINIUM DEVELOPMENT AT 26 SAN PABLO AVENUE (LAUREL GLEN); ROBERT BECKER, OWNER; JOHN CHRISTIAN BELZ, REP.; AP 179-321-01 (P1) - File 10-6 x 115 Mayor Mulryan declared the public hearing opened and informed Council that the owner, Mr. Robert Becker, decided not to pursue the appeal preferring to petition the City after adoption of the General Plan. City Attorney Ragghianti recommended that the appeal be denied based on the applicant's expressed intention to withdraw and await the formulation of the City's General Plan. Councilmember Frugoli moved and Councilmember Nave seconded, to deny the appeal based on Mr. Becker's expressed intention to withdraw his appeal until after the General Plan has been adopted. REPORT ON ISSUES RAISED AT MARIN COUNTY COUNCIL OF MAYORS AND COUNCIL - MEMBERS (MCCMC) MEETING - File 113 x 111 x 4-10-114 x 9-11-1 (VERBAL) Councilmember Breiner reported that 1) the ABAG dues were being in- creased by 3 percent; 2) noted that Ken Lippi was appointed as alternate to the Major Crimes Task Force and directed staff (City Manager Nicolai and Police Chief Ingwersen) to come back to the Council with a report on the proposal to use monies captured from major drug busts to help defray some of the costs of the Major Crimes Task Force; and 3) asked for Council representation at the next meeting of the Redwood Empire Division of the League of California Cities in Santa Rosa to discuss formation of a new division that does not range so far North, to include perhaps Napa, Sonoma, Solano and San Francisco, for a more cohesive unit. 10. REPORT ON MANAGEMENT AND MID -MANAGEMENT STUDY (CM) - File 7-3 City Manager Nicolai briefed her report indicating that a study has been done for the Mid -Management positions similar to one done five years prior for the Department Head positions, including job descrip- tions. The salary survey utilized cities whose types of services and scope of responsibilities were in most cases similar to positions in San Rafael and were not necessarily chosen by population. Ms. Nicolai indicated that as a result of the survey, recommendations were being made for some increases in both management and mid - management ranks to take effect as of January 1, 1987 as well as opening up some of the ranges similar to the average market evaluated. In response to Councilmember Frugoli's inquiry as to the ranges of the positions and the incumbents, City Manager Nicolai indicated that a range may be raised but that the incumbent would not automatically receive a salary increase without a performance evaluation and merit review. Councilmember Frugoli stated that he felt the positions of the Fire Chief and Police Chief should not always receive the same salary rationalizing that when, for example, the Fire Chief retires and a new person is hired, it is conceivable that he would want the same salary. Councilmember Breiner suggested that staff investigate whether other cities have paramedics, including special districts outside the bound- aries of the City, such as CSA 19, for which the Fire Chief is respons- ible; she also asked that in the future staff include the population of cities surveyed. Councilmember Nave indicated that San Rafael has an exceptional Fire Chief and Police Chief and added when either chief retires, a different salary range would be considered. Ms. Gayle Mills of Neighborhood 13 spoke on behalf of the neighborhood stating that she was not disputing the increase in salaries but indi- cated that it would be taking from one pot to give to the other. She mentioned that Alpine Street in their neighborhood has been in need of repair for 10 years, and having been told that it is not in the budget, therefore questioned salary increases versus street repair. In response to Councilmember Nave's inquiry about the repair of Alpine Street, Public Works Director Bernardi stated that some repair work has been done but there is a continuation of the problem. He indicated that in order to solve the issue it would necessitate a study to be done, and noted he had discussed with the residents that at budget time projects will be prioritized with staff making recommendations to Council for capital improvement projects. RESOLUTION NO. 7490 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AMENDING RESOLUTION NO. 7426 PERTAINING TO THE COMPENSATION FOR MANAGEMENT AND MID -MANAGEMENT EMPLOYEES (effective 1/1/87) AYES: COUNCILMEMBERS: Breiner, Frugoli, Nave & Mayor Mulryan NOES: COUNCILMEMBERS: None ABSENT: COUNCILMEMBERS: Russom 8. DESIGNATION OF JERRY R. RUSSOM PARK (PW) - File 9-3-66 x 12-5 x 9-1 x 9-3-40 Mayor Mulryan informed the audience that Councilmember Russom had passed away today. He noted that aside from Mr. Russom's excellent contribution as a Councilmember for the last three years who gave generously of his time and talents, that due to his hard work and imagination the acquisition of the Mont Marin Open Space area was accomplished. This was the first open space acquisition using matching neighborhood funds with City funds. Mayor Mulryan added that Council - member Russom had also been a member of the Dixie School Board, was active in the YMCA and was a leader in the acquisition of Falkirk twelve years ago. In Councilmember Russom's memory, Mayor Mulryan asked that the Mont Marin park area be named the Jerry R. Russom Park. Councilmember Breiner moved and Councilmember Nave seconded, to name the Mont Marin Open Space area the Jerry R. Russom Park.
