Special Meeting: Present: Lawrence E. Mulryan, Mayor
San Rafael City Council Dorothy L. Breiner, Councilmember
Gary R. Frugoli, Councilmember
Richard Nave, Councilmember
Maynard H. Willms, Councilmember
Absent: None
Also Present: Pamela J. Nicolai, City Manager; Jeanne M. Leoncini, City
Clerk; Anne Moore, Planning Director
1. INTERVIEW OF APPLICANT AND CONSIDERATION OF APPOINTMENTS TO FILL TWO
VACANCIES ON THE SAN RAFAEL PLANNING COMMISSION (CC) - File 9-2-6
Council interviewed Mr. Ross L. Cobb, who was unable to attend the
special meeting held April 27, 1987.
After discussion, Councilmember Frugoli moved and Councilmember Nave
seconded, to appoint Mr. William A. Thiercof to fill one of two vacancies
on the Planning Commission, with term to expire the end of June, 1990.
AYES: COUNCILMEMBERS: Frugoli and Nave
NOES: COUNCILMEMBERS: Breiner, Willms & Mayor Mulryan
ABSENT: COUNCILMEMBERS: None
Motion failed.
Councilmember Willms moved and Councilmember Breiner seconded, to
appoint Mr. Ross L. Cobb to fill one of two vacancies on the Planning
Commission, with term to expire the end of June, 1990.
AYES: COUNCILMEMBERS: Breiner, Nave, Willms & Mayor Mulryan
NOES: COUNCILMEMBERS: Frugoli
ABSENT: COUNCILMEMBERS: None
Councilmember Breiner moved and Councilmember Willms seconded, to
appoint Mr. Paul M. Cohen to fill one of two vacancies on the Planning
Commission, with term to expire the end of June, 1990.
AYES: COUNCILMEMBERS: Breiner, Frugoli, Nave, Willms & Mayor Mulryan
NOES: COUNCILMEMBERS: None
ABSENT: COUNCILMEMBERS: None
Council agreed that when a call for applications is approved concern-
ing two incumbent Planning Commissioners whose terms expire at the
end of June, 1987, those applicants who have recently been interviewed
need only submit a letter indicating their continued interest, thus
eliminating a second interview.
However, in line with Council policy, new applicants and incumbents,
if they re -apply, will be interviewed.
2. INTERVIEWS OF APPLICANTS: (CC)
a. BOARD OF LIBRARY TRUSTEES (THREE VACANCIES) - File 9-2-3
Council interviewed the following applicants to serve on the Board
of Library Trustees:
Robert Barnett
Elizabeth Grasham, Incumbent
John R. Haeuser

One additional applicant, incumbent George Walton was unable to be
interviewed as he was out -of -the state and would not be available
until May 20, 1987.
After discussion, Councilmember Nave moved and Councilmember Breiner
seconded, to reappoint Elizabeth H. Grasham and George Walton to fill
two four-year terms on the Board of Library Trustees, with terms to
expire the end of April, 1991, and appoint John R. Haeuser to fill
the remaining four-year term, with term to expire the end of April,
1991.

b. CULTURAL AFFAIRS COMMISSION (TWO VACANCIES) - File 9-2-24
Council interviewed the following applicants:
Frederick Dekker
Barbara Gelleri
Deborah Roberts Saltzman
Barbara Veatch
After discussion, Councilmember Breiner moved and Councilmember Nave
seconded, to reappoint Frederick Dekker to fill one of two four-year
terms on the Cultural Affairs Commision, with term to expire the end
of April, 1991, and appoint Barbara Gelleri to fill the other four-year
term, with term to expire the end of April, 1991.
